Research On The Management Of Q Municipal Government's List Of Powers And Respinsibilities In Shandong Province

Under the social environment of comprehensively deepening reforms,the system of lists of powers and responsibilities has become an important measure to standardize the operation of government power,promote the reform of releases regulation and improvement management and service,and to establish a government ruled by law.The reform and perfection of the system has caused serious concern and research from experts and scholars.Since 18 th national congress of the CPC,government departments at all levels have intensified efforts to implement the system of lists of powers and responsibilities,which has made significant progress.What's more,the system,which has been proved,is obviously effective to clarify the relationship between the government and the market,promote transparency in government powers and responsibilities,and to promote the transformation of government functions.However,as a new thing,the formulation and implementation of the lists inevitably led to certain problems,such as inconsistent standards,vague legal status,confused content,lack of supervision function,lack of operability,inadequate follow-up management and so on,which requires to strengthen theoretical research,summarize practical experience.The government will establish a unified and standardized system of lists of powers and responsibilities by taking effective measures.By using the methods of literature research,investigation and case analysis,this paper makes a thorough study on the problems existing in the management of the lists of powers and responsibilities of the government in Q,Shandong Province.On the basis of drawing lessons from domestic and foreign research results,this paper makes a dialectical analysis and summary of the related concepts of the lists of powers and responsibilities,and analyses the specific improvement countermeasures of the problems existing in the management of the lists of powers and responsibilities.Through the analysis of the current situation of the management of the lists of powers and responsibilities of Q,Shandong Province,this paper try finding the problems existing in the management of the lists of powers and responsibilities.The management of the lists of powers and responsibilities has the problems of different quality,inadequate management,delayed adjustment,limited binding force and so on.Through in-depth analysis of those problems,this paper finding reasons including the lack of uniform norms and standards for compiling,the insufficient attention of departments,the lack of full-time managers,and the insufficient application of the lists of powers and responsibilities to cause those problems.On the basis of research and case study,this paper puts forward the ways and countermeasures to strengthen the management and reform of the list of powers and responsibilities.The key to improve the problems existing in the management of list of powers and responsibilities is to reform and break through the old management mode.The government can strengthen the management of lists of powers and responsibilities by perfecting the procedure of compiling the lists,establishing the linkage mechanism of adjustment of the lists,focusing on the in-depth application of the lists,strengthening the legal authority of the lists.Based on those countermeasures,the government will increase the use of the lists to ensure function fully of the lists.Through standardizing the program to manage the list of powers and responsibilities,this paper inquires into the deeper function of the lists,identifies the deficiencies in the use of the lists,which can provide a better reference to solve the problems in reality for other districts.
