Since the traditional society,the maintenance of social order relies on the division of labor and cooperation between the system and social habits.The boundaries between the two are not strict,and there is always mutual influence and penetration.Scholars' research on the unity of formal and informal institutions has deep foundation and profound insights,especially in the study of Chinese experience and Chinese issues,and developed a good theoretical analysis tool.However,there is less concern and discuss about the active intervention of institutions,especially formal institutions,on social habits,especially the efforts of public organizations and departments such as the government to try to change old social habits and build new "good"social habits through formal institutions.In modern times,from the "new life movement" to the"citizen code",from the "no smoking regulations" to the "burial reform",the public sector has become a customary means through the formal system to influence and change social habits,while in today's society The practice of governance is also a common operation.There are both failed cases and successful experiences.This paper attempts to explore the specific path and influencing factors of the system shaping social habits through the case of the influential Hangzhou "Zebra Line Polite Pedestrian" in recent years.This paper believes that the effectiveness system of shaping social habits should first have four conditions,namely,the legitimacy of the system,the normativeness of the system,the selective incentive mechanism,and the effective implementation and supervision.The system mainly influences the change of utility and influences the choice of behavioral strategies.And continue to shape social behavior and internalize into the path of social habits to achieve social habits.In addition,in order to successfully shape good social habits,it is necessary to take advantage of specific socio-economic development stages and appropriate opportunities.
