Textual And Quantitative Research Of Alleviation In China From The Perspective Of Policy Tools

Eliminating poverty,improving people's livelihood and achieving common prosperity are the ultimate goals of poverty alleviation in China.Since the reform and opening up,the state has issued a large number of poverty alleviation policies to solve the problems faced in poverty alleviation work,and achieved good policy results.The number of poor people has dropped to 16.6 million by the end of 2018,and the incidence of poverty has decreased from 90% to 1.7%.Through the content analysis and quantitative research on the main poverty alleviation policy texts of the national macro level 2011-2018,we can deeply understand the internal structure of poverty alleviation policies and provide reference for the improvement of poverty alleviation policies.The paper uses the literature research method,the policy text processing method provides an important auxiliary for the research of the thesis,and the necessary theoretical support is given according to the public policy analysis theory.Therefore,through the content analysis and quantitative research on the poverty alleviation policy texts issued by the national macro level from 2011 to 2018,it not only has strong theoretical value,but also brings strong practical and practical significance.The research content of this paper is mainly divided into three parts.Firstly,the paper collects,collates and analyses the policy texts related to poverty alleviation issued at the macro level of the country from 2011 to 2018,taking the "China Rural Poverty Alleviation and Development Program" as the time node.There are 48 effective policy texts.Secondly,on the basis of text and content analysis of other industrial directions from the perspective of the original policy tools,this paper further carries out innovative policy tools analysis of poverty alleviation policies.At the same time,it constructs a two-dimensional analysis framework of policy tools from three aspects of social participation,capacity building and social security,collates and codes the collected texts,and carries out quantitative analysis of frequency statistics into the two-dimensional analysis framework.It explores the overall use of poverty alleviation policy tools under the current situation of poverty alleviation,and explores the role of China's poverty alleviation policy tools in helping the poor.In the process of poverty alleviation,it is found that there are some deficiencies and overflows in the use of poverty alleviation policy tools in recent years.Specifically reflected in two aspects: First,in the X dimension,there are overflows or deficiencies in the application of different types of policy tools: emphasis on supply-oriented policy tools and environmental policy tools,light of demand-oriented policy tools;in supply-oriented policy tools,emphasis on capital investment and personnel training,light of facilities and information services;in environmental policy tools,regulation and tax incentives are slightly obvious.There are serious shortcomings in the use of demand-based policy tools.Secondly,in the Y dimension,the distribution of policy tools in the degree of policy completion is not reasonable enough.Based on data statistics and theoretical analysis,this paper puts forward corresponding suggestions: first,to optimize the internal structure of supply-oriented policy tools;second,to strengthen the implementation of environmental policy tools;third,to increase the proportion of demand-oriented policy tools;fourth,to improve the matching degree of policy tools;fifth,to focus on the continuity and unity of policy tools.
