Quantitative Analysis Of China’s IC Industry Policy Text From The Perspective Of Policy Synergy

Integrated circuit industry is a strategic,basic and leading industry for national economic and social development.It is an important standard to measure a country’s scientific and technological strength.Our government has formulated a number of integrated circuit industrial policies,but there are some practical difficulties in industrial development.The problem of policy fragmentation hinders the overall function of industrial policy.Through literature research,content analysis and social network analysis,this paper intends to make a two-part empirical analysis of IC industrial policy,trying to find out the causes behind the fragmentation problem.The first part analyzes the external characteristics of the policy text,divides the IC industry into three stages according to the characteristics of the policy document,and explores the situation of policy collaborative document issuance through the composition of the document issuing subject,the separate and joint documents of each subject and the subject cooperation network.The second part analyzes the internal synergy of policies,constructs a three-dimensional analysis framework based on the dimension of "policy objectives-policy tools-types of industrial activities",and explores whether the three promote each other and form policy synergy.Through the text quantitative analysis,it is found that the IC industrial policy does not fully meet the actual development needs of the industry,and there are the characteristics of mismatched policy guidance and low degree of policy coordination,which presents the state of policy fragmentation.First of all,the policy-making bodies are numerous and complex,and the departmental cooperation is relatively loose,which increases the difficulty of policy coordination.Secondly,policy objectives have the characteristics of excessive dispersion in target quantity,target level and target preference,and there is a mismatch between policy objectives and policy tools.Finally,the structural and functional synergy between policy tools is insufficient,there are few production and consumption policies in the types of industrial activities,and the overall coordination with policy objectives and policy tools needs to be improved.The above problems have deepened the degree of policy fragmentation,so the following suggestions are put forward: first,enhance the synergy of policy subjects and reasonably formulate policy objectives;Second,balance the use of policy tools and promote internal coordination of tools;Third,promote a virtuous circle of industrial activities and stimulate market vitality.
