Policy implementation is the process of transforming the content of policy regulations into reality after the completion of policy formulation.It is also the dynamic process of readjusting behavior patterns for the purpose of achieving policy goals.The effectiveness of policy implementation is closely related to the success or failure of the policy.The effectiveness of policy implementation depends on the active implementation of policy executors.If the policy executor lacks the willingness and active execution,the efficiency of policy implementation will be greatly reduced and the policy goal will be difficult to achieve.This psychological state of alienation and separation from the implemented policies is called"policy alienation"by western scholars.The concept of alienation first appeared in the field of philosophy.Lars Tummers'a Dutch scholar,first proposed the concept of policy alienation by combining public administration with psychology.He explained the alienation of policies as the psychological state that public servants are alienated from the policies they implement when the policies fail to meet their needs or go against their expectations.On the basis of reading a lot of literature at home and abroad,this study combs and summarizes the research status of the concept of policy alienation at home and abroad.Based on the concept of policy alienation put forward by Tummers,it mainly studies the powerlessness and meaninglessness of policy alienation,the policy concept of alienation in China under the background of the practical significance and adaptability has carried on the detailed study.This paper introduces organizational commitment as an intermediary variable;and finds that there is a negative correlation between policy meaningless and policy implementation,that is,the conflict psychology of public officials and the doubts about policy implications can greatly reduce the effectiveness of policy projects.And organizational commitment plays a mediating role between policy alienation and policy implementation.As a positive emotional experience of organizational members,organizational commitment can weaken the negative impact of policy alienation on policy implementation.Therefore,in order to better enhance the effectiveness of policy implementation,we should pay attention to the impact of policy alienation on policy implementation,give more freedom of speech and discretion to policy implementers in the process of policy implementation,and enhance organizational commitment by enhancing the sense of organizational trust and dependence of public officials in order to better promote policy im plementation.
