The effective implementation of public policy is the fundamental way to achieve policy goals. There are many factors leading to policy implementation deviation such as the policy itself, the policy implementer, policy implementation environment etc. Implementer is practitioners of policy implementation and the link between policy makers and the policy target people. If they resist or are reluctant to implement policies, they will lower the efficiency, which is harmful to achieve policy goals. This phenomenon is called“Policy Alienation”by western scholars. The concept“alienation”drew western scholars’ attention in 1950 s,which meant people’s psychological feelings and experiences such as powerlessness, estrangement. In the late two years, the concept “alienation”was applied in policy field by a Dutch scholar, who study public professionals’ feeling of estranging from the policy programs they implement.Based on the foreign advanced theory of the policy and interview with implementers, the author develop the concept “policy alienation” in Chinese context, which helps us understand the reason of implementers’ resistance to the policy and contribute to effective implementation. Policy alienation in the paper means implementers feel estranged from policy implementation due to some decision, behavior, phenomenon in the policy implementation which are inconsistent with implementers’ expectation. Policy alienation is associated conceptually with five dimensions: disagreement with policy plan, disagreement with implementing way, weak control over resources, deficiency in cognitive ability, normlessness. The author developed Likert-type items for these dimensions to create a policy alienation scale and analyzed the reliability and validity by SPSS. After analysis and optimization, five common factors were extracted, which were consistent with five dimensions. Therefore, this structure is effective and meaningful. But this is only a first attempt to measure policy alienation in China, it can’t be denied that the study has a number of limitations in the application and other facets. However, the study has reference value forscholars who want to study the same field.
