Any public policy implementation needs to rely on policy implementation institutions and practitioners.Under the impact of new public management theory,public management focuses on market power,introduction of market principles,focusing on economy,efficiency and effectiveness.The principles of freedom,democracy and fairness are ignored in the policy making.Policy practitioners will face all kinds of pressures.Therefore,policy makers often show dissatisfaction with the established policy,making policy implementation bias.In order to improve the effectiveness of the implementation,to achieve the effectiveness of policy implementation,and then improve the government's administrative efficiency.This paper makes an empirical study on the alienation,the implementation of the policy and the alienation of the main body of the policy of "leaving school to start business".Tummers concluded that the implementation of the main policy alienation has a significant impact on the implementation intentions by the implementation of a new reimbursement policy for medical workers in Holland.Using the concept of policy alienation,drawing on Tummers(2012)policy alienation scale,through the five dimensions of Strategic powerlessness,Tactical powerlessness,Operational powerlessness,Societal meaninglessness and Client meaninglessness.Investigation of policy executors whether have the policy alienation on the policy of "leaving school to start business" in order to explore the effect of policy alienation on executive bias.The theoretical basis is to sort out the relevant literature about policy alienation and executive bias.Based on the theory of planned behavior put forward by Ajzen(1985),construct the conceptual model and put forward the hypothesis:The alienation of the policy of "leaving school to start business" is one of the most important factors which affect the deviation of policy implementation,and the alienation of policy has a positive effect on executive bias.Based on the assumptions,using the theory and empirical,qualitative and quantitative methods to analyze the problem.Collect valid data by questionnaire.More than 300 policy executors were selected as the subjects,and a total of 340 questionnaires were distributed to obtain valid samples of 318 copies.Using SPSS22.0 software for descriptive analysis,reliability test,validity test,correlation analysis,regression analysis,single factor analysis of variance,we draw the following conclusions:(1)There is a significant positive correlation between policy alienation and executive bias;(2)The five dimensions of policy alienation has significantly positive effect on executive bias,the influence degree from high to low are:Client meaninglessness,Strategic powerlessness,Societal meaninglessness,Operational powerlessness and Tactical powerlessness;(3)The subjective norms of the members of the organization and the perceived behavior control of the managers have negative effects on the deviation of policy implementation,but have little effect.(4)The demographic variables,age,administrative level,type of position,work decision-making has significant influence on the policy alienation;gender,age,working years,administrative level,type of position,work decision-making has a significant impact on subjective norm;the administrative level,age,type of position,work decision-making significantly influence of perceived behavioral control.Based on the above analysis,this paper draws a conclusion that how to reduce the deviation from the angle of policy alienation:(1)Pay attention to the influence of the policy alienation of the executive subject on the executive bias.(2)Pay attention to the many factors of alienation which influence the executive bias:First of all,establishing the information communication network to reduce the strategic powerlessness;Secondly,appropriating decentralization to reduce tactical powerlessness;Thirdly,resourcing allocation policy execution to pay attention to operational powerlessness;Fourthly,strengthening the policy advocacy to reduce the societal meaninglessness;Finally,fully meeting the needs of the students to reduce the client meaninglessness.(3)Pay attention to the influence of subjective norm on executive deviation.(4)Pay attention to the impact of perceived behavioral control on executive bias in order to improve the efficiency of policy implementation.The innovation of this paper lies in the use of Tummers(2012)policy alienation scale,combined with the definition of Zhu ran in our country under the policy of alienation,to revise the scale,enrich the executive body of the implementation of the policy effect of deviation of literature.Just because of one policy analysis,case selection is limited and the individual ability is limited,the sample of this study is not sufficient,but there is no consideration of other factors affecting the implementation deviation,resulting in the study is not comprehensive.The future research can be carried out from the expansion of the types of policies and the expansion of the research variables.
