Research On The Innovation Of Operation Mechanism Of Urban Community Consultative Governance

As the basis of social governance,urban community governance plays an important role in the process of modernization of national governance system and governance capacity.In recent years,with the further implementation of deliberative democracy practice and the continuous exploration and innovation of grass-roots governance,great progress has been made in urban community governance in China.The practice of integrating consultation into governance has yielded abundant results.Many experiences have emerged in the way of community consultative governance,but there are also many problems to be solved urgently.The CPC Central Committee attaches great importance to the standardization and orderly progress of community consultation governance.In June 2017,the Central Committee of the Communist Party of China and the State Council issued the "Opinions of the State Council of the Central Committee of the Communist Party of China on Strengthening and Perfecting the Governance of Urban and Rural Communities",and put forward that we should comprehensively improve the governance of urban and rural communities at the level of science,legalization,fine management and organization.The report of the Nineteenth National Congress of the Communist Party of China put forward that we should build a pattern of social governance,strengthen the construction of community governance system,push the focus of social governance down to the grass-roots level,play the role of social organizations,and realize the benign interaction of government governance,social regulation and residents' autonomy.The decision and opinions of the state on community governance provide feasible ideas for the consultative governance of urban communities.Jiaozuo Liberated Area,as a region which has twice obtained ten innovative achievements in community governance in China,has rich experience in community consultative governance.This paper chooses Jiaozuo Liberated Areas as as the object of investigation,combines literature research,theoretical analysis,field investigation,etc.,takes the operational mechanism as the perspective of analysis,combines relevant experience and problems,puts forward the "533" community consultative governance model,and puts forward suggestions on the operational mechanism of urban community consultative governance.Firstly,we clarify the basic concepts of community,consultative governance and operational mechanism,analyze governance theory,consultative democracy theory and social capital theory,and point out the applicability of these theories in community consultative governance.Then it summarizes and classifies the different modes of consultative governance of urban communities in China.Through the analysis of typical practice modes,the consultative governance of urban communities can be divided into four modes: the consultation led by the Party building,the consultation based on the cooperation of government and society,the consultation based on equal consultation and independent consultation,and the precise consultation based on the classification of affairs.Through the interpretation of different negotiation modes,we can get useful experience of negotiation governance.Then,the paper discusses the development process and characteristics of community consultative governance model in liberated areas,and points out some problems that still exist in community consultative governance in liberated areas according to the analysis results of questionnaires.The main problems are the insufficient participation of residents in consultation,the administrative tendency of residents' committees,the less community services undertaken by social organizations,the imperfect design of consultative system and the supervision of consultative results.Insufficient supervision and safeguard mechanism and so on,these problems are also in the process of implementation at the organizational level,the fundamental reason is that the operational mechanism is not perfect.Finally,based on the analysis of the existing problems of community consultative governance in liberated areas and the experience of typical community consultative governance,this paper puts forward the "533" model of community consultative governance,and puts forward innovative suggestions on residents' participation mechanism,consultative co-governance mechanism and supervision and guarantee mechanism in consultative structure system,platform and operation mechanism,with a view to innovating community consultative governance in liberated areas.It can also provide reference for other provinces and municipalities in China to achieve more effective results in consultative governance of urban communities.
