| In recent years,as a concrete breakthrough point of community autonomy,the micro-autonomy of urban communities has been paid attention to and accumulated some experience in some places.But it is still in the stage of exploration and practice,and has not achieved long-term operation yet.This study uses the case study method and action research method,participates and describes the practice process of micro-autonomy in S community.It summarizes the practical experience of micro-autonomy and extracts the operation mechanism of micro-autonomy,analyzes the problems existed in the practice process and the reasons,and explores the construction of the long-term operation mechanism of micro-autonomy.This study shows that the dynamic mechanism of residents’ autonomy,the incentive and control mechanism of residents’ participation,and the multi-party communication mechanism are constructed in the micro-autonomy practice process of S community.The problems existed in the practice process and the reasons include:Due to the individual interaction and collective action have not been normalized and the failure of obtaining common demand of residents,the micro-autonomy lacks the sustained and effective participation of residents;On account of the limited incentive and control means for resident participation,sufficient work hasn’t been made in exploring and training resident elites;Due to the failure of continuous operation of the multi-participation platform established by the pilot,the cooperation of multi-participation is ineffective;The community lacks resource guarantee after the external force evacuated from the community,the deficiency in community endogenous power is caused herein.Hereby,this study proposed:Improve dynamic mechanism of residents’ self-governance by incubating and fostering micro organization;Perfect the incentive mechanism for resident participation by spiritual incentive;Optimize the control mechanism for resident participation based on informal institution upon consultative democracy;Form the systematized multilateral communication mechanism through the systematic operation of multi-participation platform;The study finally discussed that how to establish continuous resource safeguard mechanism and set up multi-linkage mechanism in the "grid",so as to realize the long-term operation of Micro-autonomy in S community. |
