A Study On The Performance Of National People’s Congress Deputies At The Basic Level Of Rural Areas In Nanxiong City

In recent years,the CPC Central Committee has attached great importance to the work and construction of grass-roots people’s congresses.In 2015,it forwarded some opinions of the Party Group of the standing Committee of the National people’s Congress of the Communist Party of China on strengthening the work and construction of county and township people’s congresses in the form of Article 18 of the Central Committee.This paper puts forward some concrete requirements and guiding opinions for strengthening the work and construction of the county and township people’s congresses and improving the ability of the deputies to the county and township people’s congresses to perform their duties in the new period.Among deputies to the National people’s Congress at all levels,county and township deputies to the National people’s Congress account for 95% of the total.Most of the deputies to the county and township people’s congresses come from the countryside.With the promotion and implementation of the strategy of rural revitalization at present,as an important part of the work of the grass-roots people’s congresses,this paper studies the deputies to the rural grass-roots people’s congresses.The effectiveness of the performance of the duties is of great significance.Therefore,this paper takes the deputies to the rural grass-roots people’s Congress in Nanxiong City as the object,through consulting the literature,field investigation and visit,combined with my work practice,to study the present situation of the performance of the duties of the rural grass-roots people’s Congress deputies in the city,from the traditional political and cultural effects,On the basis of pointing out the problems and analyzing the causes of the problems,such as the election system of deputies to the National people’s Congress,the consciousness of performing their duties,the ability to perform their duties,and the mechanism of performing their duties,The first is to optimize the political and cultural environment played by the functions of rural grass-roots deputies to the National people’s Congress.The second is to improve the mechanism for the election of deputies.Third,improve the "double connection" mechanism of deputies to the grass-roots people’s Congress.Fourth,strengthen the consciousness of representatives to perform their duties.And ability;fifth,strengthen and standardize the supervision of representatives in the performance of their duties.The sixth is to strengthen the omni-directional guarantee of performing duties and so on,and to effectively improve the effectiveness of the performance of the duties of deputies to the rural grassroots people’s Congress in Nanxiong City.The purpose of this paper is to explore a scientific index system to measure the dutiesof deputies to rural grass-roots people’s congresses,and to effectively promote the sustained and healthy development of local democratic politics and economic and social undertakings in order to give full play to the role of deputies to rural grass-roots people’s congresses.Speed up the implementation of rural strategy revitalization to provide methodological basis.
