Research On The Construction Of Smart Government From The Perspective Of Collaborative Governance

The Third Plenary Session of the 18 th CPC Central Committee proposed that the modernization of the national governance system and governance capacity should be promoted.The construction of a smart government is the inevitable choice for the government to adapt to the requirements of the era of big data and use the information technology of the new era to achieve modern governance of the country.China is currently in a period of social transformation,and the arrival of the era of big data has provided the impetus for the transformation of government governance.The traditional government-oriented governance model can no longer meet the needs of social diversification,while the construction of smart government breaks the traditional government-led governance model,providing technical support and participation channels for multi-subject participation in governance through big data.The four aspects of smart office,smart decision-making,smart service and smart supervision have realized a new situation of co-governance of multi-agents.This paper takes the construction of smart government in Z city as the research object.Through the interpretation of the related concepts of synergy theory and smart government construction,the coupling between collaborative governance and smart government from the perspectives of value orientation,governance model,governance mechanism and governance tools Explain and analyze the rationality and feasibility of the study of smart city construction from the perspective of collaborative governance.Through the use of collaborative governance theory,literature analysis and case analysis method to analyze the status quo and construction ideas of Z-city smart government construction.Through analysis,it is found that the Z city smart government has development dilemma at the institutional level,governance level and subject participation level in the construction process,and faces different levels of challenges from information disclosure,citizen participation,and information security in the construction of smart cities.In view of the difficulties and challenges faced by Z City in the construction of smart cities,this paper proposes constructive suggestions for the construction of Z-city smart government from the perspective of synergy,focusing on institutional synergy construction,governance synergy and subjective collaborative training.Wisdom government and smart city construction provide reference for reference.
