Research On The Construction Path Of Smart Government In Heilongjiang Province

With the vigorous development of emerging technologies such as cloud computing,big data and the Internet of Things,information data has shown a rapid growth trend,and its impact is reflected in all aspects of production and life,providing a strong support for the construction of smart government.The Party put forward clear requirements for transforming government functions at the Sixth Plenary Session of the 19th Central Committee,including strengthening the open sharing of public data,promoting the common construction and sharing of government information technology,and improving the effectiveness of digital government services.Building a smart government not only helps to modernise and efficiently manage the government,but also helps to cope with the complex and changing external environment,solve social problems,and promote the modernisation of the national governance system and governance capacity.With the development of science and technology and the popular application of the Internet in Hei long jiang Province,people have put forward higher standards and stricter requirements for the construction of smart government.The research on promoting the construction of smart government in Hei long jiang Province is conducive to the implementation of the national strategy of smart China,enhancing the capacity of smart governance and government services in Hei long jiang Province,and has very important theoretical and practical significance in promoting the construction of digital Long jiang.Based on collaborative governance theory,new public service theory,whole-of-government theory and network governance theory,this paper analyses the current situation of smart government construction in Hei long jiang Province by using the survey and analysis method,literature review method and comparative analysis method,and puts forward the problems of smart government construction in Hei long jiang Province,including unbalanced development of smart government,low quality of open government data,insufficient digital infrastructure support capacity and weak atmosphere of smart government construction.The reasons for this can be summarised as the lack of co-ordinated planning and implementation in the process of smart government construction,the weak ability to collect and integrate digital resources,the lack of solid construction of a digital talent team,and the lack of publicity for smart government construction.Combined with the current situation of smart government construction in Hei long jiang Province,provinces and cities with a high level of smart government construction at home and abroad are selected for reference,such as Copenhagen,Denmark,Seoul,South Korea,New York City,USA,Shanghai,Guang dong Province and Zhe jiang Province.On this basis,suggestions are made to narrow the regional development gap of smart government,build a unified data platform,improve the support capacity of digital technology talents in government affairs,and enhance public participation in the construction of smart government to further promote the construction of smart government in Hei long jiang Province.
