Research On The Establishment And Practice Of "Smart Street"

Community-level social governance is the foundation of national governance and an important part of the modernization of national governance system and governance capacity.At present,China is in a critical period of social transformation under the New Normal,and there is a certain gap between the original social governance model and the actual social needs,which leads to the frequent occurrence of social contradictions which are particularly prominent at the grassroots level.The third plenary session of the 18 th CPC central committee clearly put forward the requirement of promoting the modernization of national governance system and governance capacity.With the continuous development of information technology,"smart government" based on "Internet plus" is becoming a development direction of government social governance.The subdistrict office,as the representative of the grass-roots government,is an important part of the social governance system.In this paper,the innovation of social governance of grass-roots government is based on the background of big data.Taking the "smart street" case of J sub-district office in ouhai district,Wenzhou city as an example,this paper analyzes the establishment and practice of "smart government" in grassroots sub-district office,so as to explore the innovative path of grassroots social governance.Full paper mainly from the wisdom of the government and grass-roots social governance,the concept of the core concepts and theoretical basis,the wisdom at the grassroots government street agency case practice research,the wisdom of the construction of the government at home and abroad experience and enlightenment,and Wenzhou Ouhai district J street street "wisdom" the optimum path of practice four aspects are analyzed and discussed.Specifically speaking,the first part mainly elaborates the meaning and relevant theoretical support of "smart government" and "grass-roots social governance",and analyzes and studies the relationship between the government and sub-district offices.The second part is mainly an empirical analysis.Taking the case of "wisdom street" created by Ouhai J sub-district office in Wenzhou city as an example,this part analyzes the current situation,existing problems,feasibility and main contents of social governance in J sub-district office,And summarize the problems in the processof construction.The third part mainly analyzes the current situation and typical cases of the construction of smart government at home and abroad,and summarizes the experience and inspiration.The fourth part,mainly through the combination of J street agency "streets" wisdom to create and the current situation of grassroots social management,and other local government construction experience of enlightenment wisdom,wisdom from innovation management concept,From the top-level system design,innovation of intelligent governance concept,enrichment of multiple governance subjects,improvement of data application ability and improvement of information security,this paper puts forward feasible optimization path.
