Study On The Community Governance Of Reservoir Immigrants To Avoid Danger And Solve Difficulties

Dongping is the second largest county in China and the first largest county with immigrants in Shandong Province.The reservoir immigrants come from all fourteen towns of Dongping.In particular,the extraordinarily poor immigrants are mainly distributed in eight towns around the first-level lake,including Old Lake,Old County,Banjiudian,Yinshan,Daimiao,Shanglaozhuang,Xinhu and Zhoucheng,which cover 213 villages and 69,820 citizens,of which immigrants with no land involves 54 villages and 46,553 citizens.Due to historical reasons and the change of the function of Dongping Lake resulted from the South-to-North Water Diversion Project and the resumption of the Beijing-Hangzhou Canal,the production and living environments of the immigrants in the reservoir area are poor,the income level is low,the public services are defective,and the spiritual culture and lifestyle are single.In addition,the immigrant housing in the reservoir area is in shortage.Specifically,many immigrants live in seriously dangerous houses because there are plenty of large geological disasters in the reservoir areas,including ground subsidence,landslide,collapse,and falling rocks.Besides,some immigrants even use ships as their homes and their lives are definitely hard and bitter.In short,the immigrants' property and lives are severely threatened in these harsh circumstances.In recent years,the Chinese Communist Party and the Chinese Government have attached great importance to the settlement of immigrants.For example,the National Development and Reform Commission,the Ministry of Finance,and the Ministry of Water Resources have jointly issued the Notice on Helping Localities to Carry out Pilot Work on Avoiding Dangers of Large and Medium-sized Reservoirs and in the same year,have begun to start danger avoidance projects for immigrants living near large and medium-sized reservoirs.The National Immigrants Danger Avoidance Project is an important livelihood policy specially to solve problems such as water drifting,sliding body and extraordinarily poor immigrants,which is exactly applicable to Dongping.Under the guidance of provincial and municipal leaders and relevant departments,Dongping was included in the pilot counties for National Immigrants Danger Avoidance Project in March 2014.Based on the actual situation of community management in Dongping County,the writer sorts out the model of community governance,summarizes the experience of immigration community governance,shows the highlights of community management in avoiding dangers and difficulties,that is Four Districts Jointly Built,and points out the problems faced by community governance,which include government leadership with strong administrative color,community management with overlapping authority and unclear boundaries,lack of professional property management,insufficient active participation of residents,lack of social organization,shortage of public services,residents' poverty and lack of cultural life.The causes of these problems include the dominant role of government in public service management,the lack of prestige of community neighborhood committees,the property management model is not suitable for copying,the lack of active participation of residents,the lack of living conditions for social organizations,the shortage of construction funds and service personnel,the limitations of economic development,the lack of development conditions in social culture and so on.In order to solve problems mentioned above,the countermeasures for community governance development are proposed in this paper: strictly define the government's functions in community governance,accurately locate the functions of the neighborhood committee,encourage community residents to participate in community governance,select property management based on actual conditions,foster social organizations,improve community public services,and promote industrial development according to local conditions and strengthen culture construction in the community.Finally,this paper summarizes the whole thesis,highlighting the uniformity and particularity of the community management of reservoir immigrants to avoid danger compared with other community governance methods.By studying the model of immigrants avoiding danger and solving difficulties in Dongping County,this paper is able to provide references for other communities in the field of danger avoidance,and to promote the community governance to be carried out orderly.
