Western multiculturalism political thought mainly focuses on the rights of the minority groups,Will Kymlicka is a representative figure of minority rights in contemporary western studies.Kymlicka proposed the theory of minority rights in the framework of liberalism and on the basis of multiculturalism,and reconciled the relationship between liberalism and multiculturalism.By rethinking on the theory of liberalism,Kymlicka believes that liberalism places too much emphasis on individual rights and homogeneous citizenship,and advocates a new understanding of liberalism.According to the theory of multiculturalism,Kymlicka believes that the differences between different groups should be recognized and respected,the minority rights and differentiated group identities should be granted and guaranteed,so as to adapt to the existence of minority groups and respond to the demands of minority groups,and finally achieve the multi-coexistence between different groups and the fairness and justice of society.Kymlicka analyzed and elaborated the theory of minority rights,and believes that the minority groups should be recognized and given different rights.Kymlicka analyzed the subjects of minority groups,pointing out that national groups and ethnic groups are typical minority groups and are subject to exclusion,discrimination and oppression by the mainstream society.In accordance with the disadvantaged position of minority groups,Kymlicka takes the self-government rights,polyethnic rights and special representation rights as the differential rights granted to minority groups.Kymlicka pointed out that the equality between minority groups and mainstream groups should be guaranteed,and the legitimacy of minority rights is discussed from three perspectives of equality,history and cultural diversity.Kymlicka explained the institutional arrangements for realizing the differential rights of minority groups and believed that multi-ethnic federalism and group representation are effective forms of minority rights realization.Therefore,it is necessary to compensate the unfair treatment of minority groups,meet the rights appeals of minority groups,coordinate the contradictions and conflicts among different groups within modern democratic countries,and realize the basic values of inclusion and democracy.The Kymlicka minority rights theory is based on the history and reality of Canada and is a response to the minority rights appeals in Canada.Based on the theory of multiculturalism in the framework of liberalism and the national conditions of Canada,Kymlicka put forward the theory of minority rights to ensure that the interests and wills intentions of minority groups are fully expressed.The theory of minority rights in Kymlicka recognizes group differences and advocates the inclusion of minority rights,achieve the coexistence of groups.The theory of minority rights in Kymlicka has its rationality and enlightenment.It not only has great influence in academia,but also has certain reference significance for many democratic countries.It has important significance and value both in theoretical and practical aspects.However,it should be seen objectively and treated correctly with the criticism and existence of the dispute.
