Research On The Role Of Rural Grass-roots Party Organizations In Accurate Poverty Alleviation

At present,the precise poverty alleviation has entered the crucial period of the final tough bone.As the frontier fortress in close contact with the grassroots masses,grassroots Party organizations have many functions,such as propaganda,development,cohesion,support for the masses,demonstration and guidance.To carry out the precise poverty alleviation,it is indispensable to the role of the fighting fortress,cohesion function and cohesive thought of the Party organizations,and to precisely support the Party.Poverty policy is really a key link to the grass-roots level.Since the reform and opening-up,the transformation from open poverty alleviation to precise poverty alleviation has embodied the political roots of the Party's concentrating efforts on major affairs,highlighted the institutionalized development of village-level governance,and played a more sustainable role in poverty alleviation.In order to make precise poverty alleviation work effectively,we must adhere to the important guiding spirit of General Secretary Xi Jinping on "organically combining poverty alleviation and development with grass-roots organization construction".We must strive to transform the Party's political,organizational and close ties with the masses' advantages into a powerful force to win the battle against poverty and provide a strong organizational guarantee for resolutely winning the battle against poverty and poverty.Only in this way can we achieve the goal of poverty alleviation as scheduled.This paper chooses a county in northern Jiangsu as the economic depression of the whole province.Rural poverty has become a relatively short board restricting economic and social development.The county has included precise poverty alleviation in the overall strategic plan of the county.It has deepened the six projects of enriching the people by industry,strengthening the village by projects,ensuring people's livelihood and helping the poor by society.It has carried out the strategy of Rural Revitalization in depth,focusing on enhancing the organizational strength,and taking the "Party building + fighting against poverty" as its focus."Jianjian" is to grasp the idea of "organizational promotion,demonstration of Party members,industrial support,leading,project leading,paired assistance,win-win situation in many ways",and clearly accomplish the task of fighting poverty in 2019.But at the same time,there are also many problems,such as the weakening of the leadership function of the Party organizations in poverty alleviation,the disordered operation function of the Party organizations in poverty alleviation,and the insufficient service function of the Party organizations in poverty alleviation,which to some extent restrict the effective role of the grass-roots Party organizations in the benchmark poverty alleviation.With the help of literature analysis,case analysis and field investigation,this paper puts forward three measures,namely,straightening out the thematic relationship of Party organizations,strengthening the coordination function of Party organizations and strengthening the service function of Party organizations,to help grassroots Party organizations to carry out precise poverty alleviation,to find out the combination of grass-roots Party building and poverty alleviation,and to make Party building more effective.We should concentrate on strengthening the village team,spreading the resources of Party building to the industry of the village,and embodying the effectiveness of Party building to the actual effect of the village.We should strive to enhance the capacity of grass-roots organizations,strengthen the overall function of grass-roots organizations,help them overcome poverty and attack hardships,and make efforts to build grass-roots Party organizations as a strong battle fortress to drive poor families out of poverty and attack hardships.It has certain reference value for other rural grass-roots Party organizations to carry out precise poverty alleviation work.
