Nowadays,the world economy is developing rapidly,the level of science and technology is constantly improving,and innovation activities are showing new era requirements.On the one hand,the negative externalities exposed by innovation activities are becoming more and more obvious,and the risk of innovation is being paid more attention and discussion by others.The ethical issues,moral issues,and social issues caused by innovation highlight the problems outside the technical field.In the past,the innovation paradigm that pursued technological advancement and economic benefits has been unable to meet the increasingly complex forms of innovation activities.Therefore,an innovative paradigm that emphasizes social values and social needs--"responsible innovation" emerges as the times require.Under this paradigm,what role should the government play to guide and manage complex innovation activities and become a new situation? The important issues facing the government.This paper summarizes the development context and concept content of responsible innovation theory,interprets the internal mechanism of responsible innovation operation,and analyzes the interaction between government and enterprises in the field of innovation under the perspective of new public service theory and government regulation theory.In the role of responsible innovation,we should focus our research on China,summarize the necessity and importance of promoting responsible innovation in China,and make recommendations on the role that the Chinese government should play in responsible innovation.Through the study of responsible innovation theory and the role of government in the process of innovation,this paper explores the theoretical applicability and feasibility of responsible innovation in China and contributes to the construction of “responsible and innovative country” in China.The main content of this paper is divided into five parts.The first part introduces the research background,research significance and research methods of this paper,and starts from the research status at home and abroad,summarizes the research progress and research defects of current responsible innovation theory,and proposes the role from the government.The perspective cuts into the research ideas of responsible innovation research.The second part combs the theoretical framework of responsible innovation and the theoretical basis of this paper.Starting from the concept and development process,it proposes that responsible innovation is the expansion and development of the traditional innovation paradigm,and introduces the new public service theory and government regulation theory..The third part interprets the internal mechanism of responsible innovation operation.According to the connotation of subject inclusiveness,value orientation and forward-looking prediction,it analyzes the relationship between interest conflict and interest transfer among different subjects in responsible innovation,focusing on analyzing the government as the main body.The multiple roles played by summarizing the changes in value pursuit in responsible innovation and the content and form of forward-looking predictions,and analyzing the linkages and interaction mechanisms between the content requirements of responsible innovation.The fourth part explores the role that the government should play under the responsibility of responsible innovation.Firstly,it starts from the theory,clarifies the connotation and expression of the role of the government,and then puts forward the importance of emphasizing the role of the government in responsible innovation,and in the new public service theory and government.From the perspective of regulation theory,the government's guiding role,service role and regulation production are attributed to the analysis of the attribution path.The fifth part studies the practice of responsible innovation in China.Firstly,based on China's policy practice and innovation status,it draws the conclusion that China promotes responsible innovation is necessary.Then it combines the previous research content and the Chinese government in responsible innovation.The role played is to present concrete and actionable recommendations.
