Research On Mark H.Moore's Theory Of Public Value

With the promotion of economic globalization and informatization,the practice of government reform has been deepened,Facing the endless shortcomings of traditional public administration and the "decline" of the new public management movement,The paradigm of public administration urgently needs to rethink the issue of public value in the context of political philosophy,In order to achieve the balance between value rationality and tool rationality.It is in this period that the public value theory comes into being along with the new public service theory,integrated governance theory,network governance theory and other frontier administrative management theories.The origin of the public value theory came into being in 1995 when Mark H·Moore put forward the concept of creating public value.With the development of the theory of public value,Moore's theoretical system of creating public value is more and more mature.Therefore,based on normative research methods,this paper attempts to make a theoretical framework of Mark H· Moore's public value management thoughts.Firstly,on the basis of systematically reviewing the research results at home and abroad,this paper further explores the social background and theoretical basis of Mark H·Moore's public value theory,Refining Mark H·Moore's theory of public value from the logical starting point of organizational strategy and Mark Moore's theory of public value is abstracted from the logical starting point of organizational strategy and the core of which is to attach importance to the role of politics in administration.The process of public value creation is integrated into three steps of public value proposal,creation and evaluation,Thus it clearly presents Mark H·Moore's overall theoretical system of creating public value and its wisdom in public sector management.Secondly,comprehensively measured Mark H· Moore's public value theory,Mark H· Moore obviously shows the innovation beyond the existing theories,It's included the government function,the relationship between politics and administration,the relationship between government and citizen,and the evaluation method of public policy.However,Mark H·Moore's public value theory as a growing frontier theory of administration,Its theory is not mature in public value achievement and evaluation technology.In the end,this paper tries to use the public value theory to provide some enlightenment for China's government reform activities by combing the theoretical framework of public value and considering China's specific administrative reform practices...
