E-administration Development Model:Sino-foreign Comparison And Chinese Strategy

Since the 1990 s,most countries around the world have taken promoting reform as the main work of the country,and the focus of reform is the reform of the government itself,which is a comprehensive and new model of government administration mode revolution.Starting from the United States,e-government construction is rapidly spreading around the world.With the popularization of Internet information technology,e-government construction has become a tide rider of government reform.However,affected by the guiding ideology,strategic principles,infrastructure,management and other factors,the development of e-government varies greatly in different regions of the world.With the large-scale development of government informatization,the problem of government informatization construction is further exposed.In terms of China,the most important problem is the development mode of China's e-government,such as target mode,construction mode,organization mode and management operation mode.If e-government cannot reach a consensus in all aspects of development,cannot form a consistent cognition,lack of a clear development context,easy to cause many disorders in practice,disrupt the development order,hinder the development process.China's e-government development so far,the rapid development of the information process,a lot of problems highlight,these problems are urgent to solve the author is the reason for this paper.Based on the contrast,on the basis of Chinese and foreign electronic government affairs development pattern,based on the ideological line,law construction,infrastructure,management system as the basic dimension analysis framework,and under the framework of the Chinese and foreign electronic government affairs development model comparison and analysis,in order to draw lessons from foreign electronic government affairs development experience,to China at this stage to implement e-government development model optimization reengineering advice,offering advice and future of our country electron government affairs development mode of and discussed.In addition to the introduction,the paper consists of three parts.The first part explains the basic concept of e-government development model.By referring to the definitions of "development model" in economics and "China model" in sociology,the author defines the basic concepts of the development model of e-government in combination with the relevant concepts of e-government,which are mainly divided into connotation and extension.The second part carries on the Chinese and foreign comparison of the e-governmentdevelopment mode.In building e-government development model architecture framework,on the basis of the comparison of practice from the ideological line,law construction,infrastructure,management system four aspects,the electronic government affairs development level in the world's top compares the practice of the United States,Australia and Singapore,in the analysis of the electronic government affairs development characteristic measures taken,so as to our country electron government affairs development pattern rich and perfect.The third part analyzes the strategies to promote the transformation of e-government development mode in China.On the basis of the principles that should be followed in promoting the development mode of e-government in China,the paper puts forward specific Suggestions from four aspects,namely,ideological line,legal construction,infrastructure and management system,and puts forward the construction concept of China stepping into the 3.0 era of government.
