The administration of embassies refers to the administration for both foreign embassies in China and Chinese embassies in foreign countries. As a component of China's diplomacy, the administration of embassies has always been influenced by China's diplomatic guidelines. The administrative rules of embassies are considered as an important reflection and implementation of China's diplomatic guidelines. Since the establishment of P.R.C., the policy of"leaning to one side"became China's diplomatic guideline. For the administration of foreign embassies in China, China granted more privileges to socialist countries'embassies than to capitalist countries'embassies. When China began to draft administrative rules for its embassies in foreign countries, it emphasized the importance of learning from Soviet Union's experiences. China also required that China's embassies should be in line with USSR and other socialist countries'embassies in the same receiving country. Since 1953, peaceful coexistence served as a guideline for China's diplomacy. China began to loosen the control on foreign embassies in China and facilitate their diplomatic operations. Based on new administrative rules, the communication function of China's embassies in foreign countries became more and more active, aiming to improve relationship with other countries. Because of the deterioration of Sino-Soviet relations and international circumstance, China's foreign policy started to turn left. Influenced by the left-leaning diplomatic guidelines, China abolished some flexible administrative rules created several years ago and tightened the control on foreign embassies. China also required its embassies to participate the verbal war with Soviet Revisionism.The administration of embassies is a new dimension to study and observe China's diplomatic guidelines. The transformation of China's diplomatic guidelines led to corresponding alterations of specific administrative rules of embassies. And the administration of embassies also has counteractions to China's diplomacy. It will either stimulate or obstruct the development of China's external relations.
