The process of globalization has accelerated the exchange of ideas and cultures among countries,social change and opening up to the outside world have strengthened the independence and variability of people's ideological activities,and the popularity of the Internet has provided a platform for people to share information and exchange interaction.The field of ideological and public opinion in our country presents the pattern of diversification.General Secretary Xi Jinping attaches great importance to China's ideological and public opinion work.On 19 August 2013,General Secretary Xi Jinping gave a speech at the National Conference on publicity and ideological work to elaborate on the theory of "three zones" in the field of ideological and public opinion."The red zone is mainly made up of mainstream media and online positive forces,which is our main position.The black zone is made up of negative remarks on the Internet and society,including public opinion created by hostile forces.This is not the mainstream,but its impact should not be underestimated.The gray zone is between red and black." After that,the importance of ideological and public opinion work was expounded and the theory of "three zones" in the field of ideological and public opinion was continuously enriched at the National Party School working Conference,the working Conference of Press and Public opinion,the work of Network Security and Information work and so on.The "three zones" in the field of ideological and public opinion are different in nature and content.They are divided into three zones according to the standards of truth and value,party spirit and people's character,motivation and effect.At the same time,combined with General Secretary Xi Jinping's previous speeches on ideological and public opinion work and the typical remarks on the Internet in society,this paper sums up the respective typical views of the three regions.The red zone shows the firm ideal and belief,the correct value concept and the moral idea,the black zone shows the ideological error and the other mistakes,the gray area displays as the ideal belief is vague,the social responsibility weakens,a lack of dialectical thinking,etc.In the deep study of the institutional relationship among the three zones,the red zone is still dominant,but it is in the state of being squeezed,and the black and gray zones are in a strong position which should not be seen in some periods.This paper analyzes the different structural relationships of the "three zones" in different nature events,by combining with the current network hot public opinion events on the micro-level,such as the "South Korean deployment THAAD" incident involving the national interests,and "Chang Sheng biological vaccine fraud" case to launch a detailed discussion,which has a bearing on the safety of the people's livelihood of the society.In order to construct a reasonable pattern of "three zones",it is necessary to consolidate and strengthen the red zone by promoting the influence of mainstream public opinion,occupying the network position and strengthening the theoretical study.It is necessary to compress the black zone vigorously,by strictly managing the carrier and building a firm legal bottom line on the basis of distinguishing the principle.The gray area should be fought for through the rational setting of issues,the strengthening of the talent team,the establishment of advanced typical,to correctly guide public opinion.
