The Research About The Structural Reform Of The Local Governmental Official Reception Bases

In order to adapt to the constructions of socialist market economy better,to promote the improvement of social benefit,our government has practiced by making full use of the reform theory of the western government,It put the administrative system reform in to force actively,transform the functions constantly,strive to construct the service-oriented government.Among them,the “Entrepreneurial Government Theory”,which initiated in Britain and America,was influencing every country variously and profoundly.The government should be absent from administrative affairs but concentrate on making decision,should have the Customs First consciousness,cost-consciousness and the inspirit of Innovation and so on,all the propositions is becoming a new theoretical paradigm,which is replacing the bureaucracy claim gradually.As a primary carrier of supplementing social public goods,public institution is an important content of governmental administrative system reform.Since it began in 1985,so far it's dozens of years,public institution reform is continuing and raising waves on and on all the same.In 2011,the CPC central committee and the State Council dispatched <Guidance on the classification reform of public institutions>,clearly put forward that striking up a impeccable socialist characteristic public benefit system by 2020.The classification reform demands classifying the public institution by social function,peeling away the public institutions which have the function of administration and which work on production and operation from public institution,allocates the ones which have the function of administration to the government again,transforms the ones which work on production and operation into enterprises,keeps back the public institutions which are occupied in nonprofit natured service only.Since 2012,the CPC central committee has come out files just like “The Eight Rules” to restrain “Three types of official consumptions ”,the domestic official reception takes on a new normal.However,as public institutions which work on production and operation,meanwhile,as provider of the official reception(one of the “Three types of official consumptions ”)service,the official reception bases are just on the intersection of the two administrative reforms,the structural reform of the official reception is imperative.The article is based on the classification reform of public institutions,puts the “Theories of Public Organization” and “Entrepreneurial Government Theory” as perspectives,using Documentary Research Method,Method of Comparative Analysis,Qualitative and Quantitative Methods,to analyze the historical evolution,social mechanism,development situation and the reform agent of the official reception bases.In 2006,the city of SHENZHEN,as a experimental unit,started the classification reform of public institutions first,all the three official reception bases were on the reform list,and they have already reformed according to different patterns in varying degrees,about this part,the article use Empirical Approach to analyze and evaluate the system connection problems during the structural reform course and the results during the post system reform stage,trying to find the operational method,path and the experience.Though the argumentation above,the article comes up with the countermeasure for the structural reform of the local governmental official reception bases,it is using the incremental marketization way as the path of the structural reform,based on the balance and the cooperativity of the policy,to boost the structural reform of the official reception bases.In the way of the governmental fade-out,brings in the competitive mechanism,breaks out the monopoly,realize the sufficient supplement of the official reception service.
