The Research Of Unified Management To Accredited Agency Of Fuzhou Discipline Inspection And Supervision Institution

The 6th Plenary Session of its 15th Central Committee of Chinese Communist Party made a decision about "discipline inspection department will take a unified management to dispatched agency",which marks our government will launch a reform in the double leading system of superior discipline inspection department and the department dispatched in.This means the former double administration system will be changed into unified management system.Actually,this also means that the anti-corruption system established by relevant departments of the party and the state start before reformation has changed from anti-corruption of right to institutional anti-corruption.The essence of the reform is to make a change from internal supervision to external supervision,paying more attention to inner-party supervision.Superior discipline inspection department is in charge of unified management,and continuously improve inspecting leading cadre in government,without leaving a vacuum.We must pay more attention to inspection and give a warning to those people who have a symptom of a trend about illegality and disciplinary offence.When serious problems were found out,it would be reported to superior discipline department.Current circumstance of reform has a higher requirement to construction of honest administration to local governments at all levels.The leaders of dispatched agencies are required to go down to the basic unites,find out specific circumstance and problems,think about them and propose corresponding suggestions.The management of discipline and inspection should be constantly improved.The authority of dispatching and advantages of stationing should be brought into full play.The responsibility of inspecting should be shouldered properly.Fuzhou has made a lot of good work,accumulated a wealth of experience,and gotten some achievements in the field of discipline and inspection management.But problems should be noticed such as the relationship of dispatch is not clear,inaccurate function positioning,lack of fully communication and coordination,the level of people's business needs to be improved,etc.As far as how to deal with these problems,I try to propose some suggestion such as improving organization,clearing function positioning,enhancing routine management,reinforcing team development,etc.
