Study On The Accredited System Of Discipline Inspection And Supervision In Wenzhou

Accredited system of discipline inspection and supervision is an important form of inner-party supervision with Chinese characteristics.As the "outpost" and "probe" of supervision of Party committees and disciplines committees in stationed departments,accredited cadres are always at the forefront of the struggle against violations of discipline and law,and their ability to perform their functions directly affects the effectiveness of building a clean and honest Party conduct and anti-corruption work..After a lot of practice and exploration,the work independence and authority of accredited agencies have been improved day by day,and the supervision efficiency has been further improved.However,in the current system and practical environment,the accredited agencies are still facing many difficulties in performing their duties.The Nineteenth Congress of the Communist Party of China(CPC)made a strategic plan to improve the supervision system of the Party and the state,and put forward the goal and task of building a unified command,comprehensive coverage,authoritative and efficient supervision system,which put forward higher requirements for disciplines inspection and supervision organs and accredited agencies to perform their duties.How to strengthen the functions of the accredited agencies and give full play to their authority and advantages is a realistic problem facing the majority of accredited agencies and disciplinary inspection and supervision cadres.It is also the necessary guarantee for our Party to comprehensively promote the strict administration of the Party.By combining theory with practice,using literature research,empirical research,comparative research and other methods,this paper makes theoretical analysis and practical discussion on the leadership system,management mode and responsibility orientation of Wenzhou discipline inspection and supervision accredited organizations.Studies have shown that Wenzhou discipline inspection and supervision accreditation system has formed a unified management pattern with Wenzhou characteristics through continuous optimization and adjustment,and has made positive contributions to maintaining Wenzhou's political ecology and promoting strict governance of the Party.However,there are still some problems,such as the failure to implement the "three transfers" of the accredited agencies,the poor effect of supervision and discipline,the need to improve the quality of cadres,and the lack of scientific staffing,which weaken the effectiveness of supervision of the accredited agencies.Problem-oriented in-depth analysis of the causes of these problems: the reform is not thorough,did not break through the essence of the corresponding supervision;the management system is not perfect,resulting in poor performance;the limitations of supervision and discipline,affecting the effectiveness of supervision;subjective thinking and objective conditions and other factors hinder the thorough "three turns",making the accredited agencies unable to focus on the main industry;the lack of scientific evaluation and incentive mechanism,weakening the enthusiasm and initiative of the stationed cadres.Combining with administrative supervision theory,vertical management theory and contingency management theory,this paper puts forward some countermeasures to further improve the accreditation system of discipline inspection and supervision,and to give full play to the supervisory functions of the accredited institutions of discipline inspection and supervision: clarifying the responsibility orientation,improving the system and mechanism,innovating supervision methods,focusing on the main business and strengthening team building.
