Research On The Dilemma And Countermeasures Of Strengthening Party Building In Non-public Enterprises

At the symposium with the private enterprises on Nov.1^st,2018,President Xi Jinping emphasized the“Five to Nine”numerical features of the development of private enterprises.To be specific,90%of enterprises in China are private enterprises,which provide 80%of the employment in urban areas,account for 70%of the technology innovation,60%of the GDP and 50%of the tax revenue.The numbers signify a more and more important role played by non-public economy in economic and social development.As a result,the reinforcement of the Party leadership in non-public enterprises is becoming more important.In fact,since the release of the Notice about the Suggestions on the Reinforcement of Party Construction in Non-public Economic Institutions such as Individual Economy and Private Economy?No.14 of 2000,issued by Organization Department of the CPC Central Committee?on Sept.13,2009,the reinforcement of Party Construction in non-public enterprises to serve as an impetus for the service of the enterprises has become an important job.However,the achievements of the party construction work are far below than expected after a relatively long period,with the following problems such as low coverage of party organization in private enterprises,low quality of party construction work and weak performance of party construction in leading the development of enterprises.Besides the problems of acknowledge and understanding and fund shortage in the non-public enterprises,more problems are discovered by this paper's careful analysis,such as lack of emphasis and failed enforcement of policies at all levels of party committee in the process of boosting party construction in non-public enterprises.Taking the advancement of non-public enterprises party construction in Y Economic Development Zone as an example,this paper will discuss the difficulties met in the process of policy enforcement,analyze its causes,and put forward effective improvement suggestions on the basis of the analysis.The Introduction Part expounds the background and meaning of this research project,explains the related concepts of Non-public enterprises party construction,summarizes and analyzes the research status quo of this theme home and abroad.Then,the specific research direction will be identified and the specific research methods will also be introduced.The body of this paper will be divided into three chapters.Chapter One will expound related research conclusion and model in the field of policy enforcement and present in detail the analysis tools of this paper,namely,Ambiguity and Confliction Model of Richard E.Matland.Chapter Two presents a detailed introduction of the status quo of the advancement of non-public enterprise party construction in Y Economic Development Zone.With a combination of specific data,interview and investigation cases,the actual situations met in the process of advancement will be analyzed with the Ambiguity and Conflict Model.Based on the analysis,Chapter Three will put forward concrete suggestions for the dilemmas met by local party committees in the policy enforcement process concerning the non-public enterprises party construction work,with an aim to provide assistance for the local party committees in future work.The Conclusion suggests that in order to effectively boost the development of non-public enterprise part construction,it is necessary to improve the policy unambiguity through more explicit expressions and the improvement of related laws and regulations,to reduce the conflicts through the establishment of reasonable organization and evaluation system,and the implementation standards with higher operabilit.
