Retired cadres are the political force that the Communist Party of China must rely on and the important resource for consolidating the ruling and rejuvenating the country.Since the 18 th National Congress of the Communist party of China,CPC has attached great importance to strengthening and improving the work of retired cadres under new circumstances,and constantly improving the party organization and ideological and political construction of retired cadres.The 19 th National Congress of the Communist party of China has put forward new requirements for enhancing the work of retired cadres,and grass-roots departments at all levels have been conducting pressure at every level to standardize the organizational life and political study of retired cadres and party members,and to strengthen the education,management and supervision of them.In this case,the construction of retired cadres and party members has been comprehensively strengthened.However,despite of the certain phased objectives,there remains a large gap compared with the policy expectation.Besides,some widespread problems such as the established party branch of retired cadres lagging behind in management,lack of motivation for the follow-up of policy implementation and great difficulty in coordination between different functional departments still exist.Taking the construction of the party organization of retired cadres in L district as an example,this paper analyzes the dilemma in the implementation process of the construction policy of the party organization for retired cadres at the grass-roots level through the ambiguity-conflict model.This paper believes that the main reason for the dilemma is that the work department of grass-roots retired cadres is under the dual obedience system of "division",and the staffs accept the instructions of two superiors,which leads to the low efficiency of execution.Moreover,it is difficult for the grass-roots executive apartments coordinate and cooperate with each other due to their inconsistent interest goals.This paper puts forward the following suggestions: to implement the main responsibility of retired cadres' party organization construction,so as to establish the supervision and assessment mechanism;to adopt a variety of forms to set up the party organization of retired cadres flexibly,meanwhile,strengthening the construction of the leading group of the party branch for retired cadres;to strengthen the work of community-level party organizations for retired officials as well as carrying out a wide range of positive energy activities.
