Research On Welfare Needs And Policy Choices Of The Urban Elderly

In the context of population aging,it is of great theoretical and practical significance to study the welfare demand,supply dilemma and policy choice of urban elderly.From the perspective of theoretical significance,this study is helpful to construct the theoretical framework of the supply and demand of urban elderly welfare,clarify the long-standing fuzzy understanding of the theoretical system of the supply and demand of urban elderly welfare in the academic community,so as to promote the further development of the elderly welfare theory and enrich the perspective of social welfare theory.From the perspective of practical significance,this study,through an objective analysis of the welfare needs of the urban elderly,correctly reveals the welfare supply dilemma of the urban elderly,which is conducive to the construction of policy programs to meet the welfare needs of the urban elderly,thus contributing to the realization of the livelihood construction goal of "providing for the elderly".This research attempts to based on multiple welfare socialism theory Angle of view,in jiujiang city as the research object,using quantitative methods to obtain first-hand information,the objective analysis of the urban elderly welfare demand situation,correctly reveal the urban elderly welfare to supply,on the basis of building meet the demand of urban elderly welfare policy options,thus to achieve the people’s livelihood construction of the "old time" aim to provide theoretical support.The results show that: first,the current urban elderly have a growing demand for economic security,medical care,life care,spiritual comfort and other welfare needs;Second,at present,the welfare supply of the urban elderly is mainly manifested in economic security,medical security,life care and spiritual comfort,etc.However,there is a serious supply dilemma of "simplification" in terms of the main body,content and mode of welfare supply.In the new era of socialism with Chinese characteristics,in order to meet the welfare needs of urban elderly,it is necessary to carry out institutional innovation and improve the policy support system.First,we must improve the old-age service system under the leadership of the government.This requires that the government’s leading role be fully utilized,actively explore the market-oriented path of old-age services,and broadly guide social forces to participate in old-age services.The second is to expand the welfare supply of urban elderly,which requires the implementation of aid welfare programs for the elderly in different cities,the implementation of remedial welfare programs for urban special elderly,and the implementation of diversified welfare supply programs for the elderly.The third is to innovate the welfare supply mode for urban elderly,which requires the development of subsidized,paid,and unpaid welfare supply methods for the elderly,the establishment of a welfare supply method that complements fixed supply and temporary supply,and the exploration of urban community care services.
