An International Comparison Of Elderly Welfare System And Revelation To China's Urban Elderly Welfare

Elderly social welfare is important to the development of our social welfare and social security .This enterprise started late, and the starting point is low in China. However, as our country's aging society coming rapidly, to accelerate the development of the elderly social welfare has become a pressing thing.The paper uses the method of comparative analysis to find the problems of elderly social welfare in process of comparison and identification. Studied positively the develop experience of other countries in order to explore a develop road of social welfare with Chinese characteristics.The paper begins with the brief introduction about the different conceptions of the social welfare from both domestic and abroad scholars, and explains what the social welfare system mainly refers to. Next, it expounds the theory of welfare economics and the theory of elderly social work and so on. And it has made the full theory preparation for the comparison research.The paper mainly takes Britain, Weden and Japan as examples during the comparisons. Firstly, it compares the cultural background, the aging of population and the living situation of senior citizens in those countries. Then it analyzes the similarity and different among the models, service team and legislations in three countries. Secondly, it focuses on comparing the three countries'similarities and differences in the elderly needs of the survival safety, the enjoyment for respecting, and the development of personality .In the latter part, the paper summarizes the recent situation of China's development in its urban elderly welfare and point out the insufficiency and problem underlying the process of elderly welfare system. Combining with the experiences in those three countries, the paper provides some specific advices for the development of urban elderly welfare in China.
