Research On Government Regulation Of China's Government Affairs Weibo

There are two main reasons for choosing government regulation of government microblog as the research object.First,the number of government microblog has developed rapidly since its emergence in 2010.According to the 41 st statistical report on the development of Internet in China released by the China Internet network information center in 2018,as of June 2018,137,677 government agencies' microblogs have been certified by sina platform.Such a large number of government microblog accounts show that government microblog plays an important role in new media government affairs under the background of "Internet + government affairs".Second,the government regulation and development of China's government affairs microblog urgently need to be improved.Government regulations on government microblog first emerged in the UK and the us.In 2009,they issued the guidelines on the use of Twitter by government departments and the government open order,which became the forerunner of government regulations on government microblog.The earliest regulation of government affairs microblog in China was no.103 document of notice of the general office of Shanghai municipal people's government on the further promotion of information release of municipal government affairs microblog issued by Shanghai municipal government in 2011,and measures for the administration of microblog of guangdong provincial government emergency response office issued by guangdong provincial government in 2011.Since then,the provinces began to pay attention to government regulation and management of government microblog,and issued a series of policy documents on government regulation of government microblog.These policy documents play a decisive role in the development of government weibo,but there are still many problems,such as: the withdrawal of policy content regulation absence,supervision regulation absence,neglect of government weibo matrix regulation and so on.It can be seen that there is an imbalance between the rapid development of government weibo and the urgent need to improve government regulations.Therefore,the study of government regulation of government microblog has a key and long-term significance for the development of government microblog.This paper takes government regulation of government microblog as the main research object,and the government mainly regulates government microblog by issuing some policy documents.Therefore,in theory,the government is the subject,the government microblog is the object,and the policy document issued for regulation is the tool.This paper takes these policy documents as the entry point to analyze the government regulation of government microblog.Paper finally selected 40 policy documents issued by the ministry of the state council and provincial as the research sample,according to the theory of network governance and regulation theory as the theoretical basis,mainly using the methods of literature research and inductive analysis,the policy document to general policy analysis and specific content analysis,summed up the government affairs micro bo status,problems,reasons and countermeasures of government regulation.To be specific,four problems are found in government regulation of government affairs microblog: one is to emphasize the access regulation,while to neglect the exit regulation.Second,the release of content regulation,light form regulation.Third,heavy audit regulation,light supervision and evaluation regulation.Fourthly,individual microblog regulation is emphasized while matrix microblog regulation is neglected.By using the root cause analysis method,the author found that there are three reasons for the above problems: first,the lack of in-depth understanding of government weibo.Second,the source of operating supervision funds is not clear.Third,the government regulation lacks innovative ideas.So in view of these reasons,the paper tentatively put forward three improvement countermeasures: first,in-depth understanding of government weibo,improve the existing government weibo regulation rules.The second is to clarify the source of funds,establish a sound supervision and evaluation mechanism.Third,set up innovative ideas,pay attention to the matrix microblogging regulation.Therefore,to study the government regulation of government microblog,we should start with a series of policy documents issued by the government.Through in-depth analysis of these policy documents,we can put forward targeted scientific and reasonable countermeasures and Suggestions to improve the government regulation of government microblog.
