Under the federal system of the United States,the relationship between governments has always been the focus of public attention.With the development of American politics and economy,the relationship between American governments has taken on different forms in different periods.From the independence of the federal and state governments to the fact that state and local governments need federal grants to support their development in various fields,there is a trend of cooperation among governments at all levels.With the increase of appropriations,the relationship between governments becomes more and more complicated.In 1959,in order to coordinate the increasingly complex intergovernmental relations and provide a forum for solving intergovernmental problems,the U.S.Advisory Commission on Intergovernmental Relations of the United States was established.Federal grants-in-aid,as an important factor affecting intergovernmental relations,is included in the statutory responsibilities of the commission.During its existence,the commission has conducted extensive research,issued numerous reports and made appropriate recommendations on the manner in which federal grants-in-aid is allocated and the problems that arise in its system.To some extent,these Suggestions alleviated the problems in the federal grants-in-aid at that time and played a certain role in alleviating the financial pressure of the federal government.However,many of the commission's conclusions have also been controversial and,as can be seen from the commission's report,some of its conclusions are not well supported by evidence.However,on the whole,the commission did more good than bad,its research was in line with the development of the United States at that time.The report issued by the commission also became the basis for some scholars' research and made some contributions to improving the efficiency of the federal system in the United States.
