Research On The Impact Of Population Aging On The Balance Of Pension Income And Expenditure In LiaoNing Province

In recent years,the world population aging problem is the most concerned social problem.It is calculated that the speed of population aging in China will exceed the average speed of population aging in the world from the 1990 s to the 2020 s.As one of three northeastern provinces of China,LiaoNing faces a severe situation of population aging.Up to 2017,aged 60 and over the population in had run up to 10 million and the dependency ratio for the elderly had reached 19.03%.By the end of 2017,LiaoNing Province has officially entered a deep aging society with low fertility,high mortality,low natural growth rate and high dependency ratio for the elderly.Deepening the degree of aging will have a negative impact on all aspects of society.The aging problem deepening means the reduction of the working population,the reduction of the participation rate of pension insurance,the increase of the number of pensioners,the decrease of the total income of pension and the increase of total expenditure,which will result in a certain lash in the balance of pension income and expenditure.The impact of population aging on old-age insurance is to expand the gap of pension income and expenditure,and expand the hidden debt.The paper explores the impact of aging on the balance of income and expenditure of pension through literature analysis,empirical analysis and comparative analysis.This article has modules.The first part is related concepts and theoretical basis.The second part is about the aging phenomenon of LiaoNing Province and its impact on the balance of pension income and expenditure.The third part makes empirical analysis of the relationship between aging with pension income and expenditure.After empirical analysis,it is proved that the aging of the population is indeed related to the balance of income and expenditure of pensions.The fourth part draws lessons from the experience of three foreign countries in solving related problems,such as the America,Britain and Sweden,in the context of serious aging,the reform measures of the old-age insurance system and the adjustment of the old-age pension.The fifth part,in view of the problems in LiaoNing Province,the measures are raised.by drawing lessons from foreign,through experience and combining with the specific situation of LiaoNing Province,the paper puts forward two measures to alleviate the aging and improve the old-age insurance system,such as delaying the old-age insurance issuance time,increasing fertility willingness should be increased to increase population growth rate,broadening the channels of raising insurance funds,promoting the reemployment of the elderly,ensuring the accumulation of individual accounts and increasing the social insurance participation rate.
