An Empirical Study On The Illegality And Discipline Violation Of Discipline Inspection And Supervision Cadres

Since the 18th National Congress of the Communist Party of China(CPC)has paid more and more attention to the construction of its own cadre ranks,and the requirements for cadres have become more and more stringent.With the anti-corruption efforts of the central and local levels,batches of "tigers" and "flies" have gradually increased into the legal net.Since the Nineteenth National Congress of the CPC,our Party has maintained a high-pressure situation in punishing corruption,insisting on punishing corruption from all angles,in all fields and in all aspects,constantly using powerful deterrence,strong pressure and strong means of suppression,in a multi-pronged manner,we should fight both big tigers and small flies.For the corruption that still exists after the Eighteenth National Congress,it is still involved in the continuing or ongoing corruption.And the public should pay great attention to corruption cases involving serious circumstances and intertwined political and economic aspects.Discipline inspection and supervision organs,as the special organs for exercising supervision power and organizing and coordinating anti-corruption work,shoulder the responsibility of maintaining Party discipline and government discipline,and constantly intensify the efforts to combat corruption,making the work of monitoring related content more and more important.Depending on the new social environment and national requirements,discipline inspection cadres should be responsible not only for the original supervision and supervision as well as the implementation of laws and regulations,but also for the new tasks after the establishment of the supervision committee,namely,the supervision and supervision of laws and regulations and the verification and treatment of corrupt cadres.Faced with this important new task,the whole team of discipline inspection,especially the problems and clues that are directly concerned by the public and exposed by the prosecution,has always been at the forefront.The ability and level of work of the team play a primary role in the completion of the new task and the continuation of the old task.However,in the whole period of 2018,more than 9200 disciplines inspection and supervision cadres across the country were interviewed and inquired.Among them,13,000 were handled by organizations,more than 3,900 were punished and more than 110 were suspected of serious violations of law and discipline transferred to the judicial organs for treatment.This set of data profoundly illustrates to us that the discipline inspection organ is not an iron strike organ,and that the members of the team are ordinary people.They may also be tempted by various temptations and difficult to control,or even be deeply involved in them.Once this happens,discipline inspection cadres have violated laws or disciplines,resulting in far-reaching adverse effects than other civil servants.If there is no way to avoid such a bad situation,it will be unavoidable for disciplinary inspection cadres to violate laws and disciplines,and the gradual corruption of the disciplinary inspection team will become a great hidden danger.Therefore,how to prevent discipline inspection and supervision cadres as supervisors to enforce the law and practice discipline has become a major problem.However,in the process of consulting relevant documents,the author finds that there are relatively few studies on Discipline Inspection and supervision in China at present.Through the analysis of relevant research documents,the author also finds that many studies are relatively shallow and do not analyze with actual cases,and then puts forward specific problems and corresponding countermeasures,resulting in many problems and solutions lacking foresight and suggestions.Forward looking.Therefore,the author makes use of his own work practice in the discipline inspection and supervision system,through consulting a large number of relevant information on Discipline Inspection and supervision,collecting typical cases of violations of the law and discipline of the discipline inspection and supervision cadres,in-depth investigation and visits to the discipline inspection and supervision cadres in the city,combining with the management situation of the discipline inspection and supervision cadres since the 18th National Congress of the Communist Party of China,and integrates them to form this article.By introducing the concept of discipline inspection and supervision cadres,this paper points out that the essential position characteristics of discipline inspection and supervision cadres lie in loyalty,cleanliness,responsibility and strong ability.After sorting out the collected data and cases,this paper summarizes and summarizes the main manifestations of violations of law and discipline of discipline inspection and supervisioncadres at the emergence stage by means of data comparison and chart analysis.Based on the analysis of specific cases,it is concluded that the reasons for the violation of discipline by the discipline inspection and supervision cadres lie in the insufficientsupervision by the Party committees at the same level,the insufficient supervision by the discipline committees at higher levels,the insufficient supervision by the people and the unreasonable remuneration and treatment.And the actual work put forward countermeasures and suggestions to prevent disciplinary inspection and supervision cadres from violating the law and discipline,that is,to improve the relevant laws and regulations;to implement the supervision system established by the supervision law;to give full play to the internal supervision of disciplinary inspection and supervision cadres,including giving full play to the role of internal institutions and implementing the relevant specific work system;and to strengthen the external supervision of disciplinary inspection and supervision cadres in an all-round way.It includes strengthening the supervision of the NPC,Party committees at the same level,people's supervision,exploring the establishment of comprehensive supervision institutions,and improving the remuneration and treatment of discipline inspection and supervision cadres.It is hoped that this paper will provide a practical theoretical basis for the prevention of violations of laws and regulations by discipline inspection and supervision cadres,gradually reduce and eventually gradually eliminate the phenomenon of violations of laws and regulations by discipline inspection cadres,keep them clean and honest work honestly and enforce the law impartially,and provide a guarantee for the further promotion of the construction of a clean and honest Party conduct and the fight against corruption,so as to create a real Iron Army conducive to combating corruption.
