Thinking On The Construction Of Discipline Inspection And Supervision Cadre Team Under The New Situation

Since the 18~thh National Congress,the CPC central committee has made great effort to promote the party to build a clean government and combat corruption with a clear-cut stand,firm attitude,and strong sense of leadership.During the past five years,the discipline inspection organs at all levels adhered to the mission of anti-corruption with full coverage and zero tolerance.The overwhelming trend of anti-corruption has been formed and strengthened.Cadres of discipline inspection and supervision at all levels have made excellent achievements by loyally fulfilling their responsibility with the attitude of seeking the truth and innovation.The achievements made in the work of strengthening party discipline,building a clean government and fighting corruption in an all-round way are not only the recognition of discipline inspection and supervision cadres at all levels,but also the new and higher requirements for them.First of all,this paper elaborates the background,significance,difficulty,emphasis,and innovation points of this study,as well as domestic research reviews,basic concepts,and theoretical support.It covers the concepts and duties of discipline inspection and supervision organs and cadres,including public human resources management,incentive theory,civil service theory and other public management theories.It also interprets the significance of the construction of discipline inspection and supervision cadres in theory,providing proposals and theoretical support for the in-depth analysis of the problems in the construction of discipline inspection cadres.Secondly,taking the status quo of discipline inspection and supervision cadres in city A of Shandong province as an example,this paper elaborates the achievements made by discipline inspection and supervision organs in 2018 in their efforts to enforce strict Party discipline in an all-round way,build a clean government and fight against corruption,as well as the specific measures to strengthen the construction of cadres.Based on data analysis of the status quo,structure,promote communication of the discipline inspection authority,and the cadres changes before and after structural reform,we found although some of the solid and effective management measures were taken in city A,there are still a lot of negative factors in the cadres team construction.The system mechanism still need to be further improved to enhance the overall efficiency of the cadres.Thirdly,based on the status quo of the discipline inspection and supervision team,this paper makes a comprehensive and in-depth analysis of the structure,capability and quality,incentive and motivation,and institutional constraint of the cadres by qualitative and quantitative analysis methods,and exploration of existing problems and causes.The author thinks that the problems of team construction and its root cause are as follows:(1)the unreasonable personnel structure affects the whole function of the team;(2)the ability and quality of some cadres are not good enough and could not meet the actual requirements;(3)all kinds of security systems are not sound enough to fully mobilize the work enthusiasm of cadres;(4)there are still loopholes in supervision and management.Finally,combining the reality of the practice the discipline inspection and supervision team,we put forward the development direction and trend of building discipline inspection and supervision cadre team in the new situation based on our appropriate prospect.To be specific,we aimed to build a professional law-enforcement and discipline team based on their political function,and this team should not only keep the functionality of the political organs,but also be excellent on the professionalization of law enforcement and discipline execution.To provide strong organization guarantee for implementation of running party with strict discipline in all respects and fulfilling the responsibility of inspection,we must set up efforts to build a discipline inspection talent team which is clean,responsible,loyal and assuring to the Party and the people,with appropriate deployment of human resource as the base,selecting and playing full roles the good cadres as the premise,reinforcement of ideological and political construction as the guide,promotion of the ability and quality as the guarantee,improving supervision and restriction as the core,establishing incentive and guarantee mechanism as the implementation method,making every effort to avoid the situation of‘corruption in the sun'.
