Analysis About The Inadequate Supervision Of Village Official's Micro-corruption Under The Vision Of Villagers' Autonomy

With the continuous advancement of anti-corruption work by the party and the state,China's anti-corruption struggle has achieved a staged victory from fighting with tiger to swatting flies.However,the fight against corruption is still far from complete victory.Especially in the process of the new rural construction,the micro-corruption of village officials is becoming more and more serious.They are eating the interests of the masses as flies.Therefore,the supervision of village officials has become the top priority of villagers' autonomy.First of all,the paper defines the three core concepts of “villagers' autonomy”,“village official” and “micro-corruption of village official”,aiming to to define the research object of this paper.At the same time,it is intended to emphasize that the micro-corruption of village officials discussed in this paper is based on the background and perspective of villagers' autonomy.Secondly,the paper summarizes the characteristics and harms of current village officials' micro-corruption with literature research and case analysis.The characteristics:First,the small officials are greedy,and the amount of violations is on the rise;Second,the subject is concentrated,and the number of cases is significantly increased;Third,the means are diverse and concealed;Fourth,the impact is extremely bad,seriously destabilizing the grassroots organizations.The harms:For the individual,the village official's micro corruption has ruined his own future;For the family,the village official's micro corruption has ruined a warm harbor;For rural areas,the village official's micro-corruption lags behind the economic development of the village;For the society,the village official's micro corruption has destroyed the harmonious and stable atmosphere;For the party,the village official's micro corruption make them lose credibility.Thirdly,according to the different subjects of supervision,the reasons for the lack of supervision of village officials are analyzed from three aspects:First,the supervision ability of the masses is too weak to effectively monitor the village officials;Second,the supervision from the same level is too soft,and they all hold the attitude of “It's none of my business”;Third,the superior supervision is too difficult,the villagers' autonomy and the special duties of the village officials make it difficult for the higher authorities to supervise.Finally,study measures to prevent and punish micro-corruption of village officials due to lack of supervision.According to the three major problems in the cause analysis,the countermeasures are to strengthen the democratic supervision,the supervision at the same level,and the supervision of the organization.The governance of village official's micro corruption is a huge project,which can't be completed overnight.It is necessary for the whole society to work together,and the multi-sectors must work together to make joint efforts to create a political and ecological culture.My theoretical level and analytical ability are limited.The understanding of the village officials' micro-corruption and the countermeasures proposed have certain limitations.I will improve myself in my future work and study.
