Research On Village Official's Corruption In Perspective Of Village Autonomy

Construction of the Party conduct and of an honest and clean government concerns the trend of popular sentiment, and the life and death of the Party and state. Construction of the Party conduct and of an honest and clean government at village level is in fundamental position of anti-corruption system. However, village official corruption has become a focus problem among the people and society, which also causes a concentration of problems and badly hinders the reform and development of villages in recent years. The object of study in this paper is the corruption of village officials. This paper tries to classify the village officials' corruption, explore its reasons and find the cure in the social background.Firstly, the paper defines the village autonomy in China, and briefly summarizes its characteristics, development process and current situation, in order to provide a research background and view point. In other words, this paper's object of study appears in the social background of village official.Secondly, the paper classifies the types and sum up the characteristics of village officials'corruption through empirical investigation and case analysis. The types mainly include village affaris being decided by few people, collective capital being occupied and corrupted, seeking interest for relatives. The characteristics include:(1) most cases are economic corruption. (2) Many cases turn out to be nest corruption or interrelated ones. (3) The increasing number and variety of means of chief official's corruption tend to be more serious. These corruption cases impair the construction of new rural communities, relation between the Party and the mass and the overall stability of the society in China.Thirdly, the paper analyses the causes of the village official corruption from different levels in order to get the solution to stamp out the corruption. The production of the village official corruption is the result of the interaction of a variety of factors, which are specifically embodied in:the influence of the reform of the economic system, the imperfection of mechanism of democratic election, the ineffectiveness of the monitoring system, the unsoundness of the laws and regulations, etc. In the end, the paper explores the solutions to prevent the village official corruption. The village official corruption has already affected the pace of New Rural Construction and the long period of order and stability of whole society, so we have to prevent the corruption impetus, under such a circumstance it's imperative to stamp out the village official corruption. The author offers several solutions rightly based on the cause of the village official corruption provided in the paper, such as improvement of relevant laws and regulations, improvement of judicial safeguard system, strengthening of supervision and management, strict enforcement of democratic elections, promotion of village official's self-discipline, valuing the village official's education, etc.Village official corruption problem has become a vital task in the corrent anti-corruption work system. The treating and cure for village official corruption is a systematic work, which could not be summarized only by the suggestions in the paper, and need joint management of various departments of the government. Preventing village official corruption is a grand task to perform and a long way to go.
