Research On The Construction Of Urban Community Police Work Mechanism From The Perspective Of Cooperative Governance

Urban community policing is an important part of urban community governance.The Nineteenth National Congress of the Communist Party of China clearly put forward the idea of "establishing a pattern of social governance of co-construction,sharing and co-governance",which pointed out the direction of development for the construction of community policing mechanism.The introduction of cooperative governance in community policing is of great significance to promote the development of community policing and the modernization of national governance system and governance capacity.From the perspective of cooperative governance,community policing is a process in which community organizations,community non-governmental organizations,community public and community enterprises,on the basis of giving full play to the leading position and role of the police organs,aim at safeguarding their own and public interests,and solve the problem of community public security through equal consultation,resource sharing and responsibility sharing.This paper focuses on Cooperative Governance and studies the construction of working mechanism of urban community policing under this condition.It also introduces the related research and theoretical results of cooperative governance and community policing at home and abroad in detail.It also defines the core connotations of cooperative governance and community policing mechanism,introduces several important classical theories: cooperative governance theory,new public service theory,multi-center governance theory and community policing theory,and interprets the basic direction of community policing mechanism construction based on these theories.In this paper,case study method is used to conduct in-depth study on the construction of community policing mechanism in H City,H Province.From the three levels of community policing work grid,information and socialization,this paper presents the basic situation of H city's work mechanism construction from the perspective of cooperative governance,and shows the basic logic of its cooperative governance pattern formation.On this basis,this paper explores the main experience and specific difficulties in the construction of community policing mechanism in H city,including the awareness of multi-subject cooperation and participation in community needs to be improved;the division mechanism of powers and responsibilities of community policing subject is not perfect;the operation of community policing mechanism is not smooth;and the security mechanism of community policing work is not perfect.Combining with the theoretical part,case study and the Enlightenment of foreign community policing mechanism construction,this paper puts forward the basic path of further deepening community policing cooperative governance from the aspects of remodeling the concept of community policing mechanism construction,improving the division mechanism of powers and responsibilities of community policing main body,optimizing the operation mechanism of community policing work,and perfecting the guarantee mechanism of community policing work.
