A Study On Constructure Of Community Policing Mechanism

In China, which is at the stage of social-change, some new situations and problems are appearing constantly one after another, among which the issue of crimes is becoming increasingly prominent. Thus how to deal with this challenge is the very subject that needs badly studied. In western countries, community policing arose in the late 20th century in the process of exploring the countermeasures of curbing crimes increase, and gained rapidly promotion later. Combined with the practice of China, deeply exploring the construction of community policing and its countermeasures bear significant theoretical and practical meanings to develop the public road line in police work, to carry out the comprehensive management of social order, to effectively curb the increase of crimes and to promote social harmony and stability.In accordance with the theory of the Three Represents, the New Theory of Public Management, the New Theory of Public Service and also the Theory of Marriage Cake of Criminal and Judicatory System, borrowing some experience from America, Britain, Japan and Singapore, the thesis comprehensively analyzes the present situation of Chinese community policing development, points out the problems and reasons that constrain its development and also proposes some basic countermeasures to the construction of community policing in China: to define new idea of policing, to change the police working style from being passive to active, to change the image of policeman form fighters to service man, to change the policing work from dependence on authorities to communities; to make clear the basic working ways of community policing, to maintain the integrated relations between policeman and civilian populations, to make propaganda and education regular and to socialize the public organization; to establish working systems of community policing, to reasonably allocate policing power, to regulate policing work, to make clear the management of order; to establish operating mechanism of association of varied policing to incorporate fighting, controlling and preventing crimes; to improve the systems of organizing, systems of laws and systems of material safeguardingThe main way is to construct police work platform, to realize mufti-policing corporation in community policing work and to improve the operating regimes of community policing. The existing problems are showed in fields of unilateral hunt for speed and the single measure of classification, broad coverage of duties and weak application of policing force; shallow exploitation of civilian force and low degree of involvement; conflicts of policing roles and need to improve the caliber; single way for check and vacancy of scientific demonstrations.Therefore, suggestions for improvement includes continuous emphasis on regimes research, reduction of irregular work, efforts on selection and training of police forces, enforcement of promoting the construction of community policing and improvement of inspiration regimes of community policeman.
