Since the International Olympic Committee's first stimulant test at the Olympic Games in Mexico in 1968,for more than half a century,the fight against stimulants and anti-doping has not stopped.During the 2016 Brazil Olympic Games,the Russian delegation broke out with large-scale use of stimulants,and the global discussion was in turmoil.In the face of increasingly frequent stimulant violations in international competitions,the International Olympic Committee and the International Sports Arbitration Institute have successively launched anti-doping departments in recent years,effectively guaranteeing the fairness of competitions and safeguarding the physical and mental health of athletes.In recent years,China has successively promulgated relevant rules and regulations such as the Anti-Doping Regulations and the Anti-Doping Management Regulations,and has strengthened the supervision over the level of equity in competitive sports.However,under a wide variety of sports events,both China and the world have seen repeated prohibitions and increasingly high rates of development.In the face of the imperfect current legal system and the inability to effectively regulate and punish stimulant crimes,the increasingly high incidence of stimulant crimes is becoming an important factor that undermines social harmony and jeopardizes the equity of competitive sports.How to improve the construction of relevant laws and regulations,promote the improvement and perfection of the legal system with criminal law as the main punitive measure,and is currently plaguing the sports industry and the legal industry.For a long time,China's legislative work on anti-doping offences has been relatively slow.In addition,due to the slowness of updating and perfection,some of the current regulations are out of touch with the times and cannot meet the increasingly complex environment of doping and anti-doping systems.In this study,we use the three methods of comparative analysis,normative analysis,and comprehensive analysis to conduct a study on the regulation of criminal law involvement in stimulant crimes in China.At the same time,we analyze domestic and foreign norms of anti-doping crimes,system construction,and Provide reference for the construction of domestic legal system.The author believes that the research in this paper mainly includes the definition of the stimulant criminal activities,the construction of the anti-doping system,the content defects of the current legal system,the disposal scope of stimulant crimes,and the establishment of a statutory penalty for stimulants.
