Research On The Behavioral Predicament And Outlets Of Township Government In Targeted Poverty Alleviation

As a major problem in building a well-off society in 2020,the poverty-stricken rural population has been highly concerned by the central government.The 19 th National Congress of the Communist Party of China put forward the need to mobilize the strength of the whole party and the whole society as a whole to ensure the realization of China by 2020.Under the current standards,the rural poor can all implement the requirements of poverty alleviation and the goal of all caps in poverty-stricken counties.However,when the township government implements the targeted poverty alleviation policy,it faces the predicaments of identification,assistance,management and assessment,which seriously affects the implementation efficiency of the central poverty alleviation policy,and analyzes the behavioral predicaments of the township government's implementation of the poverty alleviation policy and its causes.Furthermore,it puts forward the way to solve the predicaments of township government behavior,which has important practical significance for winning the fight against poverty.This paper takes M Township of L County,Shanxi Province as the in-depth research object,comprehensively analyzes the performance,formation reasons and influence of the township government's behavioral predicament in the targeted poverty alleviation,and explores the path of optimizing the township government's targeted poverty alleviation behavior.In addition to the introduction,the article has four chapters.The first chapter defines the relevant concepts and introduces the case background.The second chapter deviates from the “top-down” indicators and precise targeting,the long-term protection of poverty alleviation goals and short-term effective performance choices,the work intensity of “white and black” and the assessment of “frequent reception” to introduce the specific performance of the township government's behavioral predicaments in the targeted poverty alleviation;The third chapter chooses the behavior of the township government from the rural actual and government-required tension andpressure system.And the three aspects of the assessment system of the township government under the poverty alleviation assessment comprehensively analyze the reasons for the township government's targeted poverty alleviation behavior;The fourth chapter puts forward the the township government's poverty alleviation path,including: changing the concept of targeted poverty alleviation of township government,improving the targeted poverty alleviation way of township government and standardizing the targeted poverty alleviation assessment system of township government.Finally,it is the conclusion part of the article,and the township government's poverty alleviation behavior and poverty alleviation effect are prospected.
