The Targeted Poverty Alleviation,which carries the realization of common prosperity and building a Well-off Society has attracted great attention since its introduction.The central government expects to lift all the poor people out of poverty through accurate identification,precise management,precision aid and accurate assessment.To achieve the goal,the Targeted Poverty Alleviation should be faced with the relationship between the top-level design and grass-roots implementation.It should be prevented the transformation caused by the administrative orders at the grassroots government.As the main policy executor of grass-roots government,the township cadres have a significant effect on their policy implementation.This paper studied the implementation status of the Targeted Poverty Alleviation of a typical agricultural township government cadre in Ji'an City,Jiangxi Province.Through the field survey in the past three years,it has witnessed that The Targeted Poverty Alleviation has suddenly become the Job No.1 in township government,and has witnessed how the village cadres put The Targeted Poverty Alleviation into practice.The poverty alleviation made great achievements.At the same time,we should realize the township cadres causes for poor precision and the myth of the poverty alleviation effect exists,in the face of all sorts of poor they feel difficult way is not much.The current situation is related to lack of resource,also with the grassroots governor and social construction out of line during current social transformation.So as to the government contingency in grassroots governor.In order to solve the problem effectively,it is necessary to break the poverty pattern of the existing government.Considering the sustainable development of poverty alleviation,the following measures are in need.First of all,multiple entities should be fostered for poverty alleviation.Then,the township government's capability of offering public service should be promoted.It bases on cadre team building leaded by "Embed" Theory.Finally,exo-brain should be brought in rural grassroots governance.Social work is welcomed.Institutional construction and ability construction should be put on the agenda.
