Research On The Construction And Function Improvement Of Liaison Workstation For Representatives Of Township People's Congress

Since the establishment of the people's congress system,the functions of the township people's congresses in China have been blurred and weakened,and they have not really played their due role.Fortunately,from 2016 to now,a number of township people's congress liaison workstations that have gradually emerged in our province have made great contributions to promoting economic and social development,rewriting the gloomy history of township people's congresses.Therefore,the responsibilities of the township people's congress representative liaison workstations should be undertaken during the construction process,what role should be played after the construction is completed,and how to further enhance its function is very worth exploring.Firstly,this paper defines the concepts of the township people's congress deputies liaison workstations and rooms.On the basis of expounding the Marxist state doctrine,China's state power theory and the practice of the people's congress system in China's township people's congresses,it briefly explains its shortcomings and calls for a new way to break through,and then introduces the development history of the liaison workstations of the township people's congress representatives.The article believes that the township and town people's deputies' liaison workstations are a wise choice for reforming the work of the people's congress under the new situation,the new normal,and new requirements.All localities should gradually move from pilot construction to comprehensive standardization.Secondly,selects the D-town People's Congress representative workstation as a research case,summarizing the aspects of strengthening self-construction,innovative implementation activities,and playing attention to representative services,to analyze the effect on the role played by the local party committee,government and the masses before and after the establishment of the D Township People's Congress Liaison Station.Through investigation and research,it is found that the current D-town People's Congress representative workstation is mainly weakened,falsified and marginalized by the party committee,insufficient in logistical support and cooperation provided by the government,under-professional and lack of sustained efforts,uneven quality of deputies,insufficient time for performing their duties,and low public awareness and insufficient supervision.Thirdly,combined with the reference of the experience of liaison workstation for deputies from lunar Bay district in nanshan district,Shenzhen and other people's Congresses,it is concluded that the township people?s congresses must actively seek the attention,support and supervision of relevant departments and groups,and continue to conduct beneficial exploration in self-managementn.Finally,suggestions are put forward for the construction and improvement of the functions of the liaison stations for deputies to the township people's Congresses,that the county and township party committees should pay more attention and research,that the county and township governments should strengthen their support and cooperation,and that county people's Congresses should strengthen their business guidance and township people's Congresses and cadres improve their management capabilities.At the same time,we should improve the quality of deputies,explore full-time deputies to the NPC,improve the quality of publicity,information disclosure rules,and increase voter supervision.
