A Study On The Behavior Of Township Deputies To The People’s Congress From The Perspective Of Social Capital Theory

The system of people’s congress is the fundamental political system of our country,which bears important political functions.The designers of the system hope that deputies can speak for the people and reflect their demands.In practical political practice,deputies to people’s congresses at and above the county level play a greater role.Township NPC deputies rarely enter the field of vision of researchers.The author through the field research found that some remote areas of the township people’s congress deputies almost did not play a big role.A small number of deputies elected as entrepreneurs may even act as "public welfare" to eliminate "representativeness".This paper mainly discusses why some of the deputies elected as entrepreneurs have the behavior of "commonweal nature"negating "representativeness",and what is the relationship between the representative behavior and social capital.This paper attempts to regard social capital as an important factor affecting representative behavior,and tries to analyze the relationship between social capital and representative behavior.This paper starts from the behavior of deputies in the early,middle and late stages of deputies’ election,applies the concept of social capital to the behavior analysis of deputies,and discusses the influence of the nature of social capital on the behavior of deputies in township people’s congresses.The first stage:at the early stage of election,the deputies to the township people’s congresses have a balanced representation behavior under the influence of the social capital with high inclusiveness in the rural society,that is,they realize the two-way representation between the voters and the Party branch;The second stage:in the middle term of election,the preference of the deputies to the township people’s congresses changes under the influence of the highly exclusive social capital existing in the trade associations,that is,the deputies’ behavior begins to change;The third stage:at the later stage of election,the "commonweal nature" of the deputies to the people’s congresses of towns and townships eliminates "representativeness" and finally realizes the representative behavior.It is found that as independent political individuals,representatives’ internal attributes and preferences will affect their behavior.The deficiencies of the present system of the township people’s congress and the loopholes between the systems provide space for the change of the behavior of the deputies.The change of the nature of social capital accompanies the whole process of the change of representative behavior.Under the influence of social capital of different nature,representatives can realize different representative behaviors.Under certain limited conditions,social capital with higher inclusiveness is more likely to make representatives produce representative political participation behaviors.Under the influence of social capital with high exclusivity,representatives tend to produce personal behavior with strong self-interest,and the change of personal behavior will also lead to the change of representative behavior.Township NPC deputies use the social capital with strong exclusionity to realize their interaction with county and township Party committee cadres.Although social capital has an important influence on the behavior of representatives,social capital must also operate within the scope prescribed by the institution.The author believes that under the influence of social capital with strong exclusiveness inside the organization,representatives will have strong self-interest preference,which will affect their personal behavior,and their personal behavior will show very strong self-interest.Under the influence of the existing system,the representative behavior of representatives will increase the public welfare and decrease the representativeness.
