Research On The Operation Of Supervision Power In The Tang Dynasty And Its Modern Revelation

In ancient China,the power of supervision was originally generated from the executive power,and separated from the administrative power during the Wei and Jin Dynasties,forming an independent monitoring system.After the development of the Tang Dynasty,the supervisory institutions were gradually improved,the scope of supervision was gradually expanded,and the operation of supervision power was also standardized and mature.All of these played an important role in the political clarity,economic development,and social stability of the Tang Dynasty.Under the background of the reform of the national political system,China's supervision power has undergone a transition from administrative supervision to state supervision.The scope of supervision has also achieved full coverage from the administrative staff to all public officials.However,there are still many problems that need to be resolved by learning historical experience,such as the allocation of supervision power systems,the relationship between supervisory agencies and other state agencies,and strengthen supervision of supervisory institutions.This paper aims to explore the operation of the supervision power of the Tang Dynasty through literature research,comparative research,historical analysis and other research methods,summarized the feasibility suggestions from it,and provided some reference for the reform of China's supervision system.This article is mainly composed of five parts: The first part mainly expounds the related concepts of supervision,administrative supervision,supervision power and power operation,and introduces the evolution of China's supervision system from the pre-Qin to the Sui Dynasty.The second part focuses on the power of supervision,analyzes the content and the exercising subject of the supervision power of the Tang Dynasty,including the central and local supervisory institutions and officials who undertake the supervisory functions.Based on the operation of the supervision power of the Tang Dynasty,the third part introduces the operation procedure and the guarantee mechanism of the supervision power of the Tang Dynasty in detail,analyzes and summarizes the four characteristics of the operation of the supervision power.The fourth part analyzes the effectiveness of the operation of the supervision power of the Tang Dynasty.Taking the impeachment incident and the incident of the Tang Dynasty as an example,the author analyzes the different effects of the operation mechanism of supervision power in the early and late period of the Tang Dynasty,and summarizes the problems existing in the operation of the supervision power.On the basis of summing up the experience of the operation of the supervision power of the Tang Dynasty,the fifth part puts forward relevant suggestions for the deepening of China's supervision system reform.Firstly,it is necessary to accurately define the attributes of the state's supervisory power,allocate the supervisory power system rationally,and handle the relationship properly between the power of supervision and other state powers.Secondly,it is pivotal to ensure the relative independence of the supervisory agencies to achieve positive interactions with other agencies of the supervisory agency.Finally,it is also important to strengthen the supervision and control of the supervisory institutions from the internal and external levels.
