Construction Of China 's Power Operation Control And Supervision System Of Basic Engineering

Power operation restriction and supervision has been the focus of politics. In-depth study has been made in the mode of power restriction and supervision. The study of politics on power restriction and supervision has focused on the system and procedure. The thoughts on restricting power with power is mainly to discuss the paradigm of power restriction and supervision from the perspective of system, while restricting power with law is to discuss the mode of power restriction from the perspective of procedures. The Decision of the 3rd plenary session of the 18th CPC Central Committee involves the improvement in work-style institutionalization in the research scope of power restriction and supervision system, which provides a new angle of view for the study of power restriction and supervision, namely the study from individual level. What’s more, the Decision of the 3rd plenary session of the 18th CPC Central Committee has discussed the enhancement on power operation restriction and supervision system as a single part, and emphasized that it was necessary to construct the power operation system with scientific decision-making, resolute execution and effective supervision, and perfect the punishment and corruption prevention system. Constructing power operation restriction and supervision system includes the content in three aspects, namely, scientific and effective power restriction and coordination mechanism, anti-corruption system and mechanism innovation and institutional guarantee, work-style normalization improvement system.The Decision enables work style improvement to be under power restriction and supervision for the first time, thus broadening the horizon to select path for power restriction and supervision and providing brand new thinking for power restriction and supervision. In the previous studies, restricting the power by power, restricting the power by society, restricting the power by law, and restricting the power by morality are all reflected in political practice, but the methods for power restriction and supervision are limited by various elements in China, such as system & mechanism, objective condition, insufficient constraining force, etc. After in-depth study and analysis and in combination with the national conditions and political reality of China, it is considered that institutional constraint of work style has become a choice for power restriction and supervision, which is the focus of this article. To analyze the applicability of various patterns in China based on the research on the classic patterns of power restriction and supervision, it is thought that the work-style is the focus of power restriction and supervision in China and the institutional constraint of work style is a good choice for power restriction and supervision in China. After the fine work style worth being inherited and carried forward as well as the unhealthy tendency to be improved are teased and classified, the institutional arrangement and design for constraining work style are proposed by means of system construction.
