Research On Employment Assistance In China From The Perspective Of Social Rights

At present,China is in a critical period of winning the building of a well-off society in an all-round way.The report of the 19 th National Congress of the Communist Party of China pointed out that "it is our party's solemn commitment to let the poor people and poor areas enter a well-off society in an all-round way with the whole country," and social assistance,as an important system for poverty management,plays an important role.However,Social Assistance in China is centered on subsistence allowances,such institutional arrangements have inherent limitations.,On the one hand,the amount of subsistence relief funds is large,In 2017,our country spent a total of 10 billion yuan on subsistence allowances,and the financial burden was heavier;On the other hand,The poor depend on subsistence allowances,and many people are reluctant to achieve poverty alleviation.In the long run,it will seriously affect the fairness and efficiency of social assistance,and it is difficult to achieve the goal of common prosperity.Obviously,social assistance needs to be developed in a more positive direction.In 2014,the “Interim Measures for Social Assistance” included employment assistance in special assistance,in order to overcome the negativity of social assistance.The significance of employment assistance is that it has changed the single-cash payment rescue mode of traditional life assistance.It is a fundamental social assistance measure to improve the self-reliance of poverty-stricken groups,stimulate their active employment,and achieve self-reliance.However,at present,the foundation of China's employment assistance system is weak,and there are many imperfections,For example,the target of assistance is biased,the employment incentive is insufficient,the supply of employment service is out of line with demand,etc.The system function is not played,and it is not conducive to the sustainable development of social assistance.Social rights guarantee citizens access to a dignified life equally,emphasizing people-oriented and self-realization,emphasizing the comprehensiveness of development and the initiative of human beings.The concept of social rights requires the state to improve the rescue function,shift the focus of social assistance from material payment to service provision,and promote the ability of the poor to enhance substantive freedom.This fits well with the institutional concept of employment assistance and can serve as a value guide for improving employment assistance.Taking social rights as the theoretical basis of research,this paper analyzes the requirements of social rights value concept for China's social assistance reform.As a rescue policy for poverty alleviation,employment assistance should guarantee the realization of social rights of poor groups.Through relevant literature and field interviews,the author summarizes the existing problems and causes of employment assistance in China,and puts forward corresponding suggestions for improvement.The study found that the current employment assistance in China has the principle of policy,the target is biased,the employment incentives of the recipients are not enough,and the employment service and demand are out of line.The rescue effect is not good,which affects the sustainable development of employment assistance.In this regard,this paper proposes to strengthen the subjective shaping of the poor groups,optimize the provision of employment services,create conditions for stimulating the active employment of the recipients,improve the system design to ensure the equality of citizenship,and promote the development of employment assistance in a more active and efficient direction.
