Study On The Performance Of The Investigation Departments Of The Primary Disciplinary Committees And Supervisory Committees

Since the Eighteenth National Congress of the CPC,our country has carried out the reform of the supervision system,and gradually established the supervision committee throughout the country,which is co-operated with the Party's Discipline Inspection Committee at the same level,referred to as the "Commission for Discipline Inspection".The inspection and investigation department is the core Department of the Commission for Discipline Inspection.It plays an important role in optimizing grass-roots political ecology,improving grass-roots governance and guaranteeing grass-roots people's livelihood to study the performance of the inspection and Investigation Department of the grass-roots Commission for Discipline Inspection and Investigation.As a cadre of the examination and Investigation Office of the W District Discipline Commission,the author participates in the composition of the examination and Investigation Department of the W District Discipline Commission,participates in its performance practice,and takes the performance of the examination and Investigation Department of the grass-roots Discipline Commission as the research object of his master's thesis,hoping to make some contribution to improving the performance of the inspection and Investigation Department of the grass-roots Discipline Commission and to the reform of the supervision system in China.Reform helps.Taking W District as an example,this paper probes into the performance of the inspection and investigation departments of the grass-roots Discipline Commission,which is divided into four parts:The first part is an overview of the performance of the inspection and investigation departments of the Commission for Discipline Inspection.In this part,apart from a brief description of the core concepts involved in this paper,the theoretical basis of the review and investigation department's performance is systematically analyzed from three aspects,namely,power restriction,strict Party governance and laws and regulations.The second part elaborates the present situation of the examination and Investigation Department of W District Discipline Commission.While introducing the composition of the inspection and Investigation Department of the W District Disciplinary Commission,this paper expounds in detail the main contents,specific procedures,competence and achievements of its performance.The third part analyses the challenges and reasons faced by the inspection and Investigation Department of W District Discipline Commission.Combining with its own work practice and referring to the supervision system of other countries(regions),the author considers that the inspection and Investigation Department of the W District Discipline Commission faces eight challenges in performing its duties: imperfect supervision law,imperfect related supporting legal system,insufficient safeguards for the inspection and investigation work,low level of professionalization of the inspection and investigation staff,and poor connection of the inspection and investigation business.The reasons for the challenges are analyzed in three aspects: environment and system.The fourth part is the countermeasures to improve the ability of the inspection and investigation departments of the grass-roots disciplinary commissions.In view of the above challenges and their reasons,and drawing on the advantages of other countries(regions)supervision system,this paper puts forward feasible countermeasures and suggestions on improving the performance of the inspection and investigation departments of grass-roots disciplinary commissions from three aspects: improving the relevant legal system of examination and investigation,perfecting the examination and investigation system,and accelerating the pace of personnel integration and business convergence.
