Research Of Government Purchasing Home Care Services In Shenyang Based On Demand Perspective

Since 1999,China has entered an aging society.With the increasing number of elderly people and the continuous growth of the elderly population,the phenomenon of aging has become more and more serious.The elderly are influenced by traditional concepts and tend to choose the model of home-based care,while "421" The family structure has weakened the function of family pension.In addition,China has always emphasized the construction of a service-oriented government.Therefore,as an effective supplement to the home-based care service,the government's model of purchasing home-based care services has emerged.The Shenyang Municipal Government has purchased the home care service project for more than 10 years,but the effect is general.The main problem is the contradiction between supply and demand.Therefore,the paper has conducted in-depth discussion and research on the needs of the elderly care service for the elderly,and effectively purchased the home care service for the government and realized the goal of ending is of great significance.Based on the national government's purchase of home-based care services,the research carried out domestic and foreign literature research from the perspectives of home-based care services,government purchase of public services and government purchase of home-based care services.Based on this,the research methods and methods of this paper are summarized.The idea focuses on the three key terms of home pension,government purchase of public services and government purchase of home care services,and explores the theoretical basis of research based on new public management theory,welfare pluralism theory and Maslow's hierarchy of needs.Through the Internet access and field visits,the status quo of the Shenyang Municipal Government's purchase of home-based care services was investigated,and the meaning and scope of the purchaser,the contractor and the demander were clarified,and conversations with government staff,community managers and the elderly were conducted.Refining the development status,including the policy development of the purchaser,the construction of the community and regional home care service centers,and the existing problems.The contractor has carried out standardization construction,and has operating model of public operation with private management and private operation with public assistance,the problems of which are small quantity and weak financing ability.From the perspective of the demand side,it describes the current situation of the elderly population in Shenyang,and who can enjoy the conditions for the government to purchase home-based care services,and conducts data analysis and summarize relevant issues through questionnaires.The imbalance between supply and demand is the main contradiction.Based on the visits to the society and relevant literature,a questionnaire based on the demand of the Shenyang Municipal Government for the purchase of home-based care services was produced.Based on the 87 questionnaires collected,the basic factors of the individual,the family environment factors and the social situation factors were used.A large class of influencing factors,using a two-factor correlation test,to determine the age,education level,monthly income,health,marital status,whether to live with people,whether the community provides home care services and the government to buy home care services There is a significant correlation.The binary logistic regression model was used to analyze the impact of the above seven influencing factors on eight specific home care services,including housekeeping services,daily care services,health care,health services,maintenance services,culture and sports,spiritual comfort and legal services.And draw conclusions that age has a significant impact on the demand for domestic services and health care services.Finally,based on the research results,the Shenyang Municipal Government's countermeasures for purchasing home care services are proposed.
