Research On Performance Evaluation Of Shijiazhuang Municipal Government's Purchase Of Old-Age Home Care Services

The aging population of our country has the characteristics of rapid growth and large scale.The number of aging and aging is gradually increasing.The problem of aging and the problem of providing old-age care are highly concerned in China.So where to care for the elderly,how to provide high-quality pension,who To provide services such as aged care services,it is necessary to focus on solving them.Faced with the problem of aging,we need a socially diversified pension model,which leads to a new model of old-age care,that is,the government purchases home-based care services.This as a new concept needs to be piloted in some cities and gradually promoted.As one of the first pilot cities for the government to purchase home-based care services,Shijiazhuang City takes the government as the leading factor and selects powerful social organizations through public bidding to undertake as a professional pension service provider and encourages the participation of social diverse forces..The focus of this paper is to evaluate the performance of the Shijiazhuang Municipal Government's purchase of home-based care services.It is difficult to start the whole study.It needs to be partially promoted.Therefore,the most representative home care service center in Shijiazhuang City is selected.Cut in points,from small to big.This paper first explains the related concepts of the writing theme,including the concept of pension service model,government purchasing home care service and performance evaluation,and then from the three theories of new public management theory,principal-agent theory,government performance theory and the paper Clarify as the basis for the next writing.The combination of qualitative analysis and quantitative calculation is used,in which the analytic hierarchy process(AHP)is used to determine the index weights for quantitative research,and the steps of the analytic hierarchy process are strictly followed: constructing the analytic hierarchy model,constructing the judgment matrix,and deriving the final weight.And conduct a consistency check.According to the performance indicator layer analysis model design questionnaire,the statistical analysis and analysis of the valid questionnaires recovered by SPSS software are mainly for the criterion layer,index layer and program layer of the hierarchical analysis model constructed in the third Chapter.According to the survey results of the research performance evaluation,the survey data shows that the gap between the three indicators of material input,service efficiency and service effect is the largest,and then the existing performance problems are identified from these three dimensions and the cause analysis is carried out.The problem explores the corresponding solution,in order to improve the service quality and public satisfaction in the implementation of the government's purchase of home care services in Shijiazhuang by improving the path of performance.
