Studies On Rural Governance Of Machi Baotou Of The Combination Of Autonomy,Rule Of Virtue And Law

As socialism with Chinese characteristics has entered a new era,China's work on agriculture,rural areas and farmers has begun a new chapter.The report of the 19 th National Congress of the CPC put forward for the first time the strategy of rural rejuvenation,insisting that agricultural and rural modernization is the overall goal of rural rejuvenation,and putting forward the concept of governance that combines autonomy,rule of law and virtue,the construction of a social governance system has been placed at the top of the reform agenda.It is a new type of rural governance system that conforms to China's national conditions and is more effective and multi-faceted,for the new era of Rural Development and construction pointed out the way forward.From the perspective of "Sanzhi Integration" of rural autonomy,virtue and rule of law,this paper analyzes the rural governance of Machi town in Baotou Jiuyuan District,Inner Mongolia,and summarizes the results of its rural governance,giving questionnaires and conducting interviews to village cadres and villagers in Machi town,Jiuyuan district,through the investigation results,we can see that because the rural economic development in Machi town is relatively backward,the legal system is not yet perfect,the construction of spiritual civilization is not strong,and the integration of "Sanzhi" lacks a strong practical environment,this has led to the current inadequate function of rural governance,villagers self-control is a mere formality,the construction of rural rule of law is lagging behind,virtue's leading role is not strong and so on.Finally,by learning from the successful experience of rural governance at home and abroad,and combining with the actual situation of Machi town,this paper puts forward some countermeasures and suggestions from four aspects such as giving full play to the leading role of the Rural Party organizations,consolidating the autonomous status of the villagers,remolding the social etiquette and customs in the rural areas,and attaching importance to the integral effect of "Sanzhi Integration",with a view to Machi town for the future of rural governance to provide reference.
