Empirical Study On Government Purchase Of Public Services For The Disabled

As a new way for the government to provide public services,government purchasing services has been increasingly widely used in social management and practice in recent years.When the disabled are offered public services by the government,because they have special physical and psychological characteristics compared with normal people,there are differences in public service needs.As the main body of public service for the disabled,how can the government design better service content and norms,stimulate market vitality,promote more social forces to participate,establish professional talent team,meet the needs of the disabled groups,and improve the level of public service development of the whole industry?This is the main issue discussed in this study.Based on the theory of service-oriented government,new public service,public goods and other related theories,using field investigation,interviews,comparative research and other research methods,taking Dali Prefecture as the research sample,this paper investigates and discusses the service content,design,actual operation and different subjects of Dali Prefecture’s public service purchasing for the disabled,and analyses the current Dali Prefecture’s purchasing for the disabled by the government.The problems and dilemmas in the process of public service for the disabled are discussed,and the countermeasures and suggestions to optimize the government’s purchase of public service for the disabled are put forward.The full text structure is divided into five parts,the introduction puts forward the background and significance of the topic,literature review and research methods and ideas;the first part defines the research object and forms the theoretical basis of this study;the second part combs the risk of the government’s purchase of public services for the disabled,and analyses the government’s purchase mode of public services for the disabled,thus drawing the conclusion that the government purchases public services for the disabled.Necessity and feasibility.The third part is based on the field survey of Dali Disabled People’s Federation and representative counties and cities to analyze the problems and reasons of Dali Prefecture Government’s purchase of public services for the disabled.The fourth part compares the practice of other developed regions and cities in government purchasing public services for the disabled,and explores the enlightenment to the development of Dali Prefecture;the fifth part puts forward corresponding countermeasures and suggestions for the current government in the process of purchasing public services for the disabled.
